Supply, Delivery and Installation of Solar Energy Systems

Background

World Vision Timor-Leste (WVTL) invites qualified companies to submit a tender for the supply, delivery, and installation of solar energy systems under the Indo-Pacific Response Flexible Funding (IPRFF) – Australian Humanitarian Partnership (AHP) Project in Timor-Leste.

About the Project

WVTL is implementing a four-month fuel price volatility response project in Bobonaro and Covalima Municipalities, funded by the Australian Government through the Department of Foreign Affairs and Trade (DFAT). As part of this project, WVTL will provide solar energy systems to vulnerable households and public facilities to support access to reliable and affordable energy.

Scope of Works

WVTL seeks a qualified supplier to:

  • Supply, deliver, and install solar energy systems for approximately 50 vulnerable households, with a minimum capacity of 200 Wp per system
  • Supply, deliver, and install solar energy systems for 2 schools and 2 health facilities, with a minimum capacity of 2 kWp per facility
  • Conduct site assessments and load assessments for the schools and health facilities
  • Test, commission, and formally hand over all installed systems
  • Provide basic user orientation and operational guidance to household and facility representatives

Eligibility Requirements

To be eligible, suppliers must demonstrate:

  • Valid legal registration and authorization to operate in Timor-Leste
  • Relevant experience in the supply and installation of solar energy systems
  • Availability of qualified and experienced technical personnel
  • Capacity to deliver and install systems in rural and remote locations
  • Appropriate warranty coverage and after-sales service arrangements

Tender Submission Requirements

Tender submissions should include the following:

  • Company profile and valid legal registration documents
  • Relevant experience, including at least two references from previous clients
  • Technical proposal, including proposed system specifications and relevant datasheets
  • Detailed Bill of Quantities (BoQ)
  • Detailed unit and total pricing, including equipment, delivery, installation, testing, and user orientation
  • Proposed implementation schedule
  • Warranty terms and after-sales service arrangements
