Supplier - Digital Materials for Micro Entrepreneurs (EU POWER Project)

About the Opportunity

World Vision Timor-Leste (WVTL), on behalf of Centro Juventude Covalima (CJC) under the EU POWER-FSTP Project, is seeking qualified suppliers to support micro financial digitalization activities for small businesses in Covalima.

This activity will equip 16 women-led enterprises with digital tools and business support materials to strengthen financial literacy, improve business management practices, and enhance market access. Your supplies will help local entrepreneurs grow sustainably and contribute to community development.

Scope of Work

• Supply and deliver equipment and materials as specified in the ToR and detailed budget (examples include WiFi routers, Android phones, laptops, power banks, thermal printers, banners, and printing modules)
• Ensure items meet the required specifications and arrive in good condition
• Deliver to beneficiary locations in Covalima and cooperate with WVTL and CJC teams during distribution and monitoring
• Follow WVTL child safeguarding and COVID-19 safety protocols

Important Note

All supplier quotations should reflect rates appropriate for CJC as a local NGO and should not be based on pricing or rates applicable to international NGOs or international organizations.

Qualifications

• Registered suppliers operating in Timor-Leste with experience supplying IT equipment, digital devices, or business support materials
• Able to deliver on time, provide quality assurance, and comply with WVTL safeguarding and procurement requirements
• Local and women-owned businesses are strongly encouraged to apply

• Completed supplier application form
• Copy of owner ID (Electoral Card, BI, or Passport)
• Company registration / SERVE Certificate
• Company bank account details
• Technical proposal with specifications, quantities, delivery schedule, and quality measures
• Evidence of past experience (references, photos, delivery notes)
• Confirmation of compliance with child protection and COVID-19 protocols
