The purpose of the Project Facilitator position is to ensure that the project is implemented, monitored, and evaluated effectively and technically sound, based on the project design and budget.
A. Project Implementation
- Actively support Project Coordinator and Area Manager in project planning, implementation monitoring, and reporting processes relevant to assigned areas.
- Mobilize and prepare communities for smooth project implementation for enhanced impact.
- Facilitate and organize various project events/training /meetings in the communities as part of the project implementation.
- Ensure timely quality, evidence-based Project implementation.
- Facilitate technical training according to the Project Detailed Implementation Plan.
- Respond timely and actively to the technical training request of the Project Coordinator and Area Manager.
- Develop TOR, deliver technical training, and manage the logistics and financial administration of activities in the sector
- Raise awareness and facilitate critical analysis of community issues and opportunities
- Ensure that gender analysis, Christian commitment, and child protection are mainstreamed within WV initiatives in their assigned communities.
- Assist the project coordinator in facilitating visioning and planning processes with community members – especially the most vulnerable, and within community-based groups
- Develop monthly work plans and weekly activity schedules and submit these to the Project Coordinator.
B. Building Relationship

- Build close and constructive relationships and actively learn within partner communities in order to understand their realities and facilitate development processes effectively.
- Communicate effectively World Vision’s identity, mission, vision, values, and approach to work in ways that are contextually appropriate and clear.
- Ensure that dialogue includes whole communities inclusive of their diversity.
- Undertake social networks analysis in order to understand the functions various stakeholders fulfill, power dynamics, the potential for partnership, and capacity-building needs.
- Be responsible for maintaining and strengthening relationships with key partners, especially relevant government institutions, especially at Sub District Level and below to secure necessary technical resources to support program implementation
- Ensure that partnerships with other development partners are focused on promoting the well-being of children, especially the most vulnerable.
- Enable and facilitate networking and connections among local stakeholder groups and between local partners and others outside the area. (Local stakeholder groups may include formal and informal community-based organizations, local churches, other faith-based organizations, businesses, other NGOs, and local government agencies).
C. Technical Quality Assurance
- Ensure that the project in its respective sector is technically sound both in design and implementation
- Ensure the farmers and the communities are informed about the recent approaches/technologies in the sector.
- Identify training needs, prepare materials, and conduct training for staff and volunteers.
D. Evaluation (DME)
- Assist the M&E Officer and Project Coordinator in data collection for project assessments, proposals, budgets, monitoring, and evaluation
- Together with the M&E Officer utilize the monitoring system and tools of project implementation and capture learning.
- Support the process of DME (Assessment, Design, Evaluation) in the respective sector in alignment with LEAP standards and associated communities, development partners, and other WV Partnership stakeholders
- Submit monthly reports based on DIP and Monthly Activity Plan.
- Maintain up-to-date records of project documents, agreements, reports, photos, assessments, and design and evaluations.
- Quarterly reflection and learning on each base with specialist involvement.
- Evidence-based intervention (project model standard) for scaling up
- Engage with government, and churches for sustainability and scaling up
- Well-arranged donor visit / maintaining the relationship with donor by showing impact. Meet their expectation, even go beyond that.
E. General Responsibilities
- Attend and participate in weekly devotional meetings.
- Support in hosting the visits of sponsors, donors, and WV staff from others.

- Assist in humanitarian emergency disaster management
Minimum Qualifications Required:
- University Degree in Nursing, Public Health, Community Development, or other fields.
- A minimum of two years of professional experience in an NGO or humanitarian works.
- Experienced in facilitating development projects and/or working with community members.
- Have basic knowledge on budget management and MEL.
- Have strong presentation and communication skills for diverse audiences.
- Proven time management and organizational skills.
- Able to operate Microsoft Word, Excel and Outlook.
- Fluent in Tetum. Fluency in the local dialect of program area would be an advantage.
- Have basic knowledge of English.
- Willing to relocate or to be based in the program implementation area.
- Able to ride motorbikes and have a valid driving license (SIM).
