Open Tender - Supply of Digital Equipment and Business Materials (EU POWER Project - MANEO, Oecusse)

About the Opportunity

World Vision Timor-Leste (WVTL) on behalf of our local NGO partner MANEO is delighted to announce an open tender to support a small business digitalization activity in Oecusse under the EU POWER Project. We invite qualified suppliers to review the Terms of Reference (ToR) and submit proposals to supply digital equipment and related materials for micro-entrepreneurs supported by the MANEO FSTP initiative.

Why This Matters

This activity will equip 16 micro-entrepreneurs (predominantly women) with digital tools and materials to strengthen financial literacy, digital business management, and market access. Your supplies will help local businesses grow, improve service quality, and increase household incomes.

Scope of Work

• Supply and deliver digital equipment and business materials as specified in the ToR (examples include mobile phones, power banks, thermal printers and paper rolls, business name boards, financial record books, printing modules, and internet packages)
• Ensure items meet the required specifications and arrive in good condition
• Deliver to beneficiary locations in Oecusse and cooperate with WVTL and MANEO teams during distribution and monitoring
• Follow WVTL child safeguarding and COVID-19 safety protocols

Qualifications

• Registered suppliers operating in Timor-Leste with experience supplying digital devices, small printers, or business support materials
• Able to deliver on time, provide quality assurance, and comply with WVTL safeguarding and procurement requirements
• Local and women-owned businesses are encouraged to apply

Important Note

All supplier quotations should reflect rates appropriate for MANEO as a local NGO and should not be based on pricing for international NGOs.

• Company registration / SERVE Certificate
• Company bank account details
• Technical proposal with specifications, quantities, delivery schedule, and quality measures
• Evidence of past experience (references, photos, delivery notes)
• Confirmation of compliance with child protection and COVID-19 protocols
