Consultancy Services to Conduct Project Target Area Boundaries Mapping

Project Background

The Enhance Agroforestry for Resilient Timorese Households (EARTH) project, funded by the European Union, supports 4,000 people in Covalima, Manatuto, Manufahi, and Oecusse. Implemented by a consortium led by World Vision Australia with WVTL, FCOTI, NatureCo, and FarmTree, the project aims to strengthen climate-resilient agroforestry and ensure sustainable, equitable benefits for Timorese communities.

Boundary mapping is a critical step to:

  • Define project land areas for agroforestry.
  • Meet prerequisites for carbon market certification under GS4GG.
  • Clarify legal boundaries for land ownership verification.
  • Support project governance, monitoring, and long-term sustainability.

Scope of Work

  • Desk review of existing maps, satellite imagery, and geospatial datasets.
  • Field data collection and GPS surveying in Covalima and RAEOA.
  • Participatory mapping with communities and local authorities.
  • Spatial data analysis and production of high-resolution maps both village and municipal level and shapefiles.
  • Submission of a technical report documenting methodology, validation, and final outputs.

Qualifications and Experience

WVTL seeks a consultancy firm with:

  • Advanced degree in geography, geospatial sciences, or related fields.
  • Proven experience in GIS, remote sensing, and boundary mapping in rural/agricultural contexts.
  • Strong technical knowledge of land use classification, agroforestry planning, and participatory mapping.
  • Expertise in GPS/GIS tools (ArcGIS, QGIS) and large-format map production.
  • Demonstrated integration of gender equality, disability, and social inclusion (GEDSI).
  • Excellent reporting and visualization skills in English; Tetum is an advantage.
