International Consultant – Public Financial Management System (PFMS)

Purpose of consultancy

Under the overall guidance of the WHO Representative (WR) and direct day to day supervision of the Technical Officer, Communicable Diseases (TO-CDS), the consultant will provide technical support to the ongoing PFMS work under the WHO TA MoU- The Global Fund in WCO-TLS.

Background

  • The international consultant will be involved in reviewing existing PFM tools and processes through consultative meetings with stakeholders
  • The international consultant will develop a comprehensive road map with clear timelines to enable the implementation and coordination of PFM reform
  • To provide technical support in developing an electronic data driven PBF model for incentivization, stating with the TB program and then expanding to other program areas, in consultations with MOH and WHO. The PBF incentive model will be piloted in 2 or 3 municipalities before scaling it up.
  • To support MoH effort in identifying mechanisms for Performance-based budgeting/resource allocation and its implementation in pilot areas.
  • To support PFM capacity building activities in all municipalities based on the training plan developed jointly with the Ministry of Health
  • The consultant will be called upon to conduct analytical exercise in relation to financing of TB, HIV and Malaria programs
  • The consultant will be responsible for coordination between stakeholders, prepare quarterly/half years/annual reports
  • The consultant will also collaborate with WHO Timor-Leste Health Policy Advisor, and Director General of Cooperative Services, MoH
  • Any other tasks as outlined by the WHO Representative and Technical Officer Communicable Diseases, from time to time.

Deliverables

Qualifications, experience, skills and languages

Educational Qualifications:

  • Essential: Bachelor's degree in Medicine or Dental Surgery or Science or financial management or Public Health
  • Desirable: Master's degree in financial management/ Public Health

Experience

  • Essential: Minimum 5 years of experience in Health Economics and Health Financing.
  • Desirable: Professional experience at UN/international development agencies preferred.

Skills/Knowledge:

  • Excellent writing skills and ability to make presentations to various audiences
  • Able to follow, critically evaluate, and improve upon current processes
  • Ability to recognize issues and identify solutions
  • Ability to interact with various levels of management and with Clients
  • Extensive Experience in handling and analysing large datasets like NSSO, NFHS, DHS, DLHS, LASI, WHO etc.
  • Experience working with Union as well as State-specific Budget documents

Languages

  • Essential: Expert knowledge of English with excellent communication and writing skills
  • Desirable: Knowledge of Tetum and/or Portuguese

Location

On-site: Timor-Leste WHO Country office

Travel

The selected Consultant will be expected to provide a medical certificate of fitness for work. Local travel within the country, where needed, will be arranged by WHO Timor-Leste.

Remuneration and budget

  • Remuneration: Band level A - Monthly remuneration between USD 3,955 – USD 6,980, depending on the consultant's experience and educational background.
  • Living expenses: Per diem will be paid as per WHO rules applicable to international consultants for travel.
  • Expected duration of contract: 5.5 months. Additional contracts (up to 16.5 months maximum) can be offered based on funding availability and satisfactory performance.
