National Consultant for the Installation of Health Care Waste Management Equipment in six Hospitals in Timor-Leste

Under supervision of the Health Manager, provide the engineering services in conducting the site assessment, develop the designs and cost estimations, assisting the selection of qualified construction companies and ensuring the quality of the required service for the health care waste management equipment installation in six hospitals and other health programme activities in the third and last quarter of 2024.

Work Assignment:

Preparation phase:

  • Meeting with the Ministry of Health team and develop the timeline for the consultancy.

Package 1:

1. Site assessment:

Evaluation of site characteristics and preparation of detailed analysis with recommendations for design and implementation.

  • Assessment of existing buildings
  • Assessment of sites for new construction
  • Architectural, structural & civil service design
  • Bid technical documents
  • Permitting and declaration

2. Technical Support to Procurement:

  • Pre-qualification of contractors
  • Bidders' conference

Package 2:

3. Quality Assurance and Site Supervision:

  • Quality assurance
  • Site supervision

Qualifications:

  • University Diploma in Civil Engineering, architecture or a related technical field with at least 3 years of experience in civil engineering related work.
  • A minimum of five (5) years of relevant experience in construction project monitoring, site supervision, quality assurance and/or other directly related technical fields.
  • Specific experience in constructing building is an advantage.
  • Good analytical skill and negotiating skills.
  • Ability to supervise and direct a team of professional and support staff working on construction projects.
  • Good understanding of construction project cycles.
  • Good knowledge and understanding of UNICEF programmes, public procurement principles, financial and legal aspects of construction issues, ethics and risk management of construction project.
  • Proficient user of Auto Cad 2009 or the latest version, including internet navigation, and various office applications.
  • Good communication skills
  • Willing to travel to Municipalities.
  • Fluency in Tetum. Ability to speak and write in English an advantage.
