Work Assignment
- Inception meeting and implementation proposal
 - Conduct a mapping and landscape analysis of key stakeholders and relevant cooperation priorities
 - Conduct a consultation with strategic donors to validate donor profiles and map perceptions of UNICEF's work and role in Timor-Leste
 - Identify and systematize opportunities for engagement and resource mobilization and develop an Action Plan for 2026
 - Present and validate the Action Plan 2026 and review Final Report and to senior management and Programme Team
 
Deliverables
- Inception meeting with UNICEF Timor Leste and proposed methodology, timeframe and consultation plan
 - Desk review for stakeholder mapping, analysis and donor profile
 - Methodology, questions and selection criteria for donor consultation
 - Report with analysis of donor perceptions and recommendations
 - Comprehensive list of funding opportunities
 - Monitoring and tracking tool for funding opportunities
 - Action Plan on Partnerships and Resource Mobilization for 2026
 - PPT presentation of findings and Final Report
 
Qualifications
- Advanced university degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, Communications or related field
 - 8 years of relevant professional work experience in partnerships, external relations, resource mobilization, communication
 - Experience working in a Small Island Development State is an advantage
 - Experience working with multilateral or bilateral donors
 - Excellent knowledge of UNICEF programmes
 - Fluency in English
