National Individual Consultant – Lead Technical Developer for the National Family Planning Programme

Overview

UNFPA Timor-Leste is seeking a National Individual Consultant to serve as Lead Technical Developer for the 3-Year Costed Implementation Plan (CIP) and Monitoring, Evaluation, and Learning (MEL) Framework for the National Family Planning Programme.

Key Responsibilities

The consultant will lead the development of:

• A 3-Year Costed Implementation Plan (CIP) to support the implementation of Timor-Leste's National Family Planning Programme under the RMNCAH Strategy 2026–2030
• A Monitoring, Evaluation, and Learning (MEL) Framework for the National Family Planning Programme
