Background
Timor-Leste is highly vulnerable to natural hazards such as droughts, floods, landslides, earthquakes, and tsunamis. Climate change is worsening these impacts, threatening food security and livelihoods. UNDP, through its Disaster Risk Reduction and Recovery for Building Resilience Team (DRT), works to strengthen resilience, enhance disaster preparedness, and promote risk-informed development.
This project aims to:
- Strengthen disaster and climate-risk-informed governance at national and subnational levels.
- Promote gender equality and community-based resilience building.
- Improve access to and use of climate and disaster risk information for decision-making.
Key Responsibilities
- Developing annual work plans, budgets, and progress reports.
- Managing and coordinating project activities, consultants, and procurement processes.
- Overseeing monitoring, evaluation, and reporting at national level.
- Organizing workshops, training, and knowledge-sharing activities.
- Ensuring gender and social inclusion are integrated throughout project implementation.
- Building strong partnerships with government, NGOs, private sector, and community stakeholders.
Required Qualifications
Education:
- Master's degree in Project Management, Environmental Studies, Climate Change, Disaster Risk Management, or related fields.
- OR Bachelor's degree with 7 years of relevant experience.
Experience:
- Minimum 5 years (with Master's) or 7 years (with Bachelor's) in project management, environmental management, climate change adaptation/mitigation, or disaster risk reduction.
- Experience working with government counterparts and international organizations.
- Knowledge of climate change, renewable energy, and environmental issues in Timor-Leste.
Languages:
- Fluency in English and Tetum (required).
- Knowledge of Portuguese and Bahasa Indonesia (desirable).

- Strong communication, teamwork, and leadership skills.
- Capacity to integrate gender equality and inclusivity into project delivery.
