National Consultant to Provide Technical Support to the National Anti-Trafficking Commission of Timor-Leste

Background

The second National Action Plan (NAP) 1325 (2024-2028) was launched in February 2024, building upon the achievements of the first NAP. It serves as a comprehensive national strategy integrating Women, Peace and Security (WPS) lens in addressing evolving challenges in promoting sustained peace and nation-building.

Trafficking in Persons (TIP) is recognized as one of the most rapidly growing criminal industries globally, with women and girls being the majority of victims. Timor-Leste is experiencing a growing threat of TIP, targeting vulnerable young people seeking economic opportunities.

Duties and Responsibilities

  • Provide technical support to the CLCTP in implementing initiatives under their Annual Work Plan 2024/2025
  • Support the development of the NAP CTIP 2025-2028
  • Coordinate with relevant institutions to manage data on human trafficking
  • Collaborate on monitoring and evaluating anti-trafficking policies and programs
  • Develop and conduct dissemination activities for the NAP CTIP

  • Monthly progress reports
  • Work plans
  • Translated documents and presentations
  • Training and progress reports on technical support provided
  • Reports on NAP CTIP development progress

Required Skills and Experience

  • Advanced degree in relevant field
  • 3-5 years of relevant professional experience
  • Experience in drafting government strategies and policies
  • Knowledge of gender and development context in Timor-Leste
  • Proficiency in Tetum and English
