National Consultant: Supporting E4I Project and National Partner in Establishing National Council on Disability

Background

The Office of the United Nations High Commissioner for Human Rights (OHCHR)/Human Rights Advisory Unit (HRAU) in Timor-Leste, in collaboration with UN Women and UNICEF, is implementing the 'Empower for Inclusion project' to address challenges related to the United Nations Convention on the Rights of Persons with Disabilities (CRPD) implementation and the Disability National Action Plan (DNAP). The project aims to enhance the rights of persons with disabilities, reduce discrimination and violence, and advance equal rights, particularly for women and girls with disabilities facing multiple forms of discrimination.

Duties and Responsibilities

The main objective of the consultancy is to support OHCHR/HRAU, UN Women, and UNICEF in advising the Government of Timor-Leste in establishing the National Council on Disability. Specific objectives include:

  • Research global good practices for establishing national disability councils
  • Consult with the Ministry of Social Solidarity and Inclusion (MSSI) and representative organizations
  • Present to stakeholders on the National Council on Disability's mechanism and role
  • Draft a strategy for establishing the National Council on Disability

Expected Deliverables

  • Consultative workshop for key stakeholders
  • Final strategy on effectively establishing the national council on disability

Required Skills and Experience

  • Master's degree in economics, Political Science and Development, or related field
  • 5-7 years experience working on disability inclusion and rights
  • Experience in inclusive analysis of international and government policy
  • Experience in capacity development of Government organizations and CSOs
  • Excellent English communication skills; Tetum or Portuguese an advantage
