Background
UN Women is seeking an international consultant to assist the Commission to Combat Trafficking in Persons (CLCTP) in developing a 4-year National Action Plan to Combat Trafficking in Persons (NAP CTIP) for Timor-Leste for the period of 2025-2028. This effort aims to strengthen the government's approach to combating human trafficking, which disproportionately affects women and girls.
Duties and Responsibilities
- Provide technical support to develop the NAP CTIP 2025-2028
- Conduct consultations with stakeholders
- Develop a detailed work plan and budget
- Create a monitoring and evaluation framework
- Ensure integration of Women, Peace and Security (WPS) and gender-responsive approaches
- Finalize and validate the NAP
- Develop training materials for NAP dissemination
Required Skills and Experience
- Advanced degree in relevant field
- 7-9 years of relevant professional experience
- Expertise in trafficking in persons, gender equality, and WPS
- Experience in policy development and stakeholder consultation
- Strong research, writing, and analytical skills
- Proficiency in English (knowledge of Tetum, Bahasa Indonesian, or Portuguese is an advantage)
Duration and Location
8 months (25 September 2024 - 25 May 2025) in Dili, Timor-Leste with possible travel to other municipalities
