International Consultant: Provide Technical Support to Develop a National Action Plan to Combat Trafficking in Persons

Background

UN Women is seeking an international consultant to assist the Commission to Combat Trafficking in Persons (CLCTP) in developing a 4-year National Action Plan to Combat Trafficking in Persons (NAP CTIP) for Timor-Leste for the period of 2025-2028. This effort aims to strengthen the government's approach to combating human trafficking, which disproportionately affects women and girls.

Duties and Responsibilities

  • Provide technical support to develop the NAP CTIP 2025-2028
  • Conduct consultations with stakeholders
  • Develop a detailed work plan and budget
  • Create a monitoring and evaluation framework
  • Ensure integration of Women, Peace and Security (WPS) and gender-responsive approaches
  • Finalize and validate the NAP
  • Develop training materials for NAP dissemination

Required Skills and Experience

  • Advanced degree in relevant field
  • 7-9 years of relevant professional experience
  • Expertise in trafficking in persons, gender equality, and WPS
  • Experience in policy development and stakeholder consultation
  • Strong research, writing, and analytical skills
  • Proficiency in English (knowledge of Tetum, Bahasa Indonesian, or Portuguese is an advantage)

Duration and Location

8 months (25 September 2024 - 25 May 2025) in Dili, Timor-Leste with possible travel to other municipalities
