Consultant to Develop a Tais Certification System for Timor-Leste

I. Background

Tais, a traditional weaving textile, is the first Timorese cultural element inscribed on the UNESCO list of Intangible Cultural Heritage in Need of Urgent Safeguarding. Tais weaving is a fundamental cultural component in Timor-Leste. The Timor-Leste Tais Safeguarding Plan Project includes six programs: awareness raising, research, knowledge transmission, marketing, promotion, and the Weavers Network. The Tais Certification system is part of the marketing program.

An International Workshop on the Tais Certification System was held on 24-25 October 2023, organized by Timor Aid and the ICH Committee of Timor-Leste. Experts from AIACA and TORKE CC shared information on certification and branding systems. There was consensus among participants that the Tais Certification system is necessary for preserving traditional textile weaving and protecting the interests of weavers.

II. Objective

The objective is to develop a Tais Certification System for Timor-Leste, aligned with national policies and international conventions, to safeguard the cultural heritage and support the local craft industry.

III. Deliverables / Results

  1. Develop and finalize a brand that reflects the mandate and ethos of the certification.
  2. Develop the system, including eligibility criteria, certification procedure, fee structure, and membership package.
  3. Create a manual outlining the mandate, logo significance, guidelines, monitoring policies, and relevant forms.
  4. Develop necessary forms: application, verification, and evaluation forms.

IV. Inputs

Timor Aid and the ICH Committee of Timor-Leste will provide:

  • Tais database and catalogues
  • Information about the weavers’ network
  • Audio-visual material on Tais making processes
  • Other relevant information

Duration

The consultancy duration is from 1st August to 30th September 2024.
