Consultant for Girls in Technology Project Endline Survey

Background

Plan International (PI) is an independent development and humanitarian organization that advances children's rights and equality for girls. With over 80 years of experience and operations in more than 80 countries, Plan works to address the root causes of discrimination, exclusion, and vulnerability affecting children, adolescents, and youth.

The Girls & Technology project aims to strengthen digital access to Sexual and Reproductive Health (SRH) information by promoting the use of the "REPRODUTIVA" mobile application. The project is implemented in partnership with the Ministry of Health in Aileu, Ainaro, Manufahi, and Dili, targeting young people aged 15-24 years in both school and community settings.

Purpose of the Endline Evaluation

The purpose of this endline evaluation is to assess the extent to which the Girls in Technology Project has achieved its intended outputs, outcomes, and results, measure changes against the implementation of project activities, and generate evidence for accountability, learning, and future programming related to digital SRH interventions for adolescents and youth.

Specific Objectives

  • Measure progress against project activities implementation
  • Assess achievement of outputs and outcomes
  • Evaluate changes in knowledge, attitudes, and practices (KAP) related to SRH and digital literacy
  • Assess gender equality and social inclusion outcomes (GEDSI)
  • Identify lessons learned and best practices and areas for improvement
  • Examine the contribution of the REPRODUTIVA application to improved SRH access

Key Evaluation Questions

  • To what extent has the project achieved its intended results and objectives?
  • How effective has the REPRODUTIVA app been in improving access to SRHR information?
  • What changes have occurred in knowledge, attitudes, and practices among target groups?
  • To what extent were girls and marginalized groups (including persons with disabilities and LGBTIQ+ youth) reached and included?
  • What were the key barriers and enabling factors affecting implementation?
  • How sustainable are the project outcomes and approaches?

Scope of Work

  • Review project documents (proposal, log frame, and monitoring data and report)
  • Develop detail evaluation methodology and sampling strategy and workplan
  • Design and validate quantitative and qualitative data collection tools
  • Conduct field data collection in the target municipality
  • Analyze and triangulate data from multiple sources
  • Ensure safeguarding and ethical standards
  • Conducting data cleaning, analysis, and interpretation
  • Preparing a clear, evidence-based endline evaluation report
  • Presenting findings to Plan International Timor-Leste and stakeholders

Methodology

The evaluation will adopt a mixed-methods approach, combining quantitative and qualitative methods including:

  • Structured quantitative surveys with target groups
  • Qualitative methods such as Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs)
  • Comparison of endline findings with baseline data
  • Triangulation of data across multiple sources

Deliverables

  1. Inception Report, including detailed methodology, sampling strategy, data collection tools, and ethical considerations
  2. Draft Endline Evaluation Report
  3. Final Endline Evaluation Report (including executive summary; max. 30-35 pages excluding annexes)
  4. Cleaned datasets and supporting materials
  5. Presentation of findings / validation workshop

Timeline

The assignment is expected to be completed within 6-8 weeks (15 June - 15 August 2026), totaling approximately 25 working days.

Qualifications and Experience

Lead Consultant / Team Leader:

  • A minimum of 5-7 years of professional experience in conducting evaluations, assessments, or research for development and humanitarian programs
  • Proven technical expertise in endline evaluations using mixed methods approaches
  • Strong understanding of Sexual and Reproductive Health and Rights (SRHR), adolescent and youth programming, gender equality, and/or digital or technology-enabled interventions
  • Demonstrated experience integrating Gender Equality, Disability, and Social Inclusion (GEDSI) considerations
  • Solid knowledge of OECD-DAC evaluation criteria and results-based management frameworks
  • Experience working with NGOs, donors, and government counterparts, preferably in Timor-Leste or similar contexts
  • Excellent analytical, facilitation, and report-writing skills in English; working knowledge of Tetum is an asset

Research Team / Enumerators (if applicable):

  • Previous experience in field-based data collection, including surveys, FGDs, and KIIs
  • Fluency in Tetum and/or relevant local languages
  • Experience working with adolescents, youth, and marginalized groups
  • A gender-balanced team is strongly encouraged

Payment

  • 50% upon approval of Inception Report
  • 50% upon approval of final Report
