To support of its current growth, Plan International Timor-Leste is seeking for creative and ambitious team to work on The Rural Resilience and Livelihood Improvement Sector Project aims to improve climate resilience, water and food security, and livelihood opportunities of rural communities in Manatuto municipality. It will support about 46,000 people by enhancing resilience of rural communities that are predominantly agriculture-based, improving the access to water and productivity of farms and agroforestry through climate-smart approaches, enhancing market linkages, and developing diversified livelihood opportunities. The project follows an inclusive approach where the government works closely with communities to plan and implement a combination of investments in rural infrastructure, agriculture and livelihood development, and capacity strengthening.
The Deputy Team Leader (National) will provide critical administrative and project management support, with a strong focus on Monitoring and Evaluation (M&E). Key responsibilities include collecting and analyzing data, maintaining the project database, and preparing and submitting comprehensive project reports. The role also involves facilitating daily coordination and ensuring effective communication among key stakeholders, including the project steering committee, Project Management Office (PMO), Project Implementation Unit (PIU), and other relevant participants. This position requires strong organizational, communication, and leadership skills to support successful project implementation and collaboration across teams
The Climate and Disaster Risk Management Specialist (National) will support the integration of climate resilience and disaster risk management strategies across all project activities. Working closely with the International Climate and Disaster Risk Management Specialist, He/she will focus on land-use planning for risk reduction, ensuring that climate and disaster resilience approaches are tailored to local needs and aligned with national policies. The role includes designing strategies, developing risk-sensitive land-use plans, coordinating with stakeholders, supporting capacity-building efforts, and tracking progress through monitoring and reporting while promoting climate adaptation and disaster preparedness
The GIS and AutoCAD Specialist will support the project by preparing GIS and AutoCAD drawings, establishing a geo-database system, and generating maps and GIS-based thematic data required for project activities. This role involves supporting the Project Management Office (PMO) in setting up systems to geo-reference community development planning information, ensuring alignment with project frameworks. The specialist will also create and maintain high-quality maps, develop a centralized geo-database, provide technical support, conduct training to build staff capacity and collaborate with other specialists to ensure GIS outputs meet project needs. Additionally, they will monitor GIS output accuracy, prepare progress reports, and recommend improvements for future integration.
The Agriculture and Rural Livelihood Specialist will ensure the successful implementation of Output 3 activities, aligning them with project goals and timelines. Working closely with the PMO and PIU, the specialist will provide technical support to improve agricultural practices, promote climate-resilient strategies, and implement the marketing plan. She/ He will guide beneficiaries in areas like crop diversification, soil management, and productivity tools, while also fostering income-generating activities, improving market access, and building sustainable supply chains. Additionally, the specialist will monitor progress, track indicators, and engage stakeholders to ensure project success.
The Rural Water and Infrastructure Engineers will provide technical expertise in the design, planning, and execution of rural water supply and infrastructure sub-projects, ensuring adherence to approved designs, timelines, budgets, and safety standards. They will also conduct Quality Assurance Reviews to monitor compliance, address non-conformance issues, and standardize review processes. Additionally, she/ he will support implementing sustainable and climate-resilient rural water supply systems, collaborating with contractors, government agencies, and communities to ensure smooth execution. The role includes capacity building through training, developing best-practice guides, monitoring project performance, preparing technical reports, and contributing to evaluations and future initiatives.
The Procurement Officer will work under the guidance of the team leader and the international procurement specialist to assist in the effective implementation of all procurement activities for the project. This includes supporting the preparation and execution of procurement plans, ensuring compliance with procurement policies, and maintaining records for audits. The specialist will also assist in the preparation of procurement documents such as Requests for Proposals (RFPs), Invitations to Bid (ITBs), and contracts. They will monitor procurement processes, track deliveries, and liaise with suppliers and contractors to ensure timely and efficient procurement, as well as manage procurement data and documentation.
The Monitoring and Evaluation (M&E) Specialist will lead the development and implementation of the Project Performance Management System (PPMS) and ensure its alignment with project objectives. She / He will collaborate with the International M&E Specialist to review and optimize data collection forms annually, ensuring that the PPMS accurately captures the relevant project content. The specialist will design monitoring frameworks, develop indicators, track project progress, and ensure that project data is collected, analyzed, and reported efficiently. They will also assist in conducting evaluations and provide recommendations for improving the M&E system to enhance project outcomes.
The Social Safeguards and Gender Specialist will work closely with the international specialist to implement the social safeguards and gender strategies within the project. The specialist will be responsible for training project staff and community members on social safeguards, including the application of the community participation framework, ethnic group development framework, and the grievance redress mechanism (GRM). She/ he will ensure that the project’s gender-responsive policies are followed, promote inclusive community participation, and support the integration of social safeguards in project planning and implementation. Additionally, She/ he will help monitor and report on the project’s social safeguards and gender outcomes, ensuring that the project complies with national and international standards.
The Environmental Safeguards Specialist (National) will develop and implement tools and systems to ensure the project is aligned with environmental safeguarding requirements set by donor and the Government of Timor-Leste. This includes reviewing and updating environmental management plans and monitoring frameworks to meet national and international standards, monitoring project activities to assess environmental impacts, and ensuring that mitigation measures are applied effectively. The specialist will conduct environmental assessments, support capacity building on environmental safeguards for project stakeholders, and collaborate with project teams and government agencies to ensure environmental compliance. Additionally, the specialist will prepare environmental safeguard reports, provide technical guidance, and advise on corrective actions when necessary.
The Finance assistant Officer will provide financial management support to project activities, including budgeting, accounting, and financial reporting while maintaining and updating project financial records to ensure adherence to financial policies and procedures. The officer will assist in processing payments, invoices, and financial transactions, support the preparation of financial reports for project management and stakeholders, and ensure compliance with donor and government financial reporting requirements. Additionally, She / He will assist in managing financial audits and monitoring financial controls. A Bachelor’s degree in Finance, Accounting, Business Administration, or a related field is required
The PIU Manager will be responsible for managing the implementation of the project at the municipal level in accordance with the project's operational policies, standards, and targets. S/he shall ensure that the objectives of the project are achieved through proper planning, execution, quality management, staff supervision, and engagement of relevant stakeholders including, but not limited to, partner government agencies, the private sector, and other development partners. They will work closely with the PM/TL and the Deputy team leader based at the PMO.
The Finance Officer will provide financial management support to project activities, including budgeting, accounting, and financial reporting while maintaining and updating project financial records to ensure adherence to financial policies and procedures. The officer will assist in processing payments, invoices, and financial transactions, support the preparation of financial reports for project management and stakeholders, and ensure compliance with donor and government financial reporting requirements. Additionally, they will assist in managing financial audits and monitoring financial controls. A Bachelor’s degree in Finance, Accounting, Business Administration, or a related field is required.
The Finance officers will liaise closely with the finance team at the PMO and will provide financial management support at the municipal level.
The Water Resources and Rural Infrastructure Engineer will support the PIU Manager in managing the infrastructure component of the project, focusing on resilient designs for rural water and infrastructure. She/ he will ensure the integration of climate change, disaster risk management (DRM), and safeguards mitigation measures in all infrastructure projects, overseeing the technical aspects of design and construction to ensure compliance with national and international standards. The engineer will collaborate with stakeholders to incorporate water resource management, climate resilience, and infrastructure safety into project plans, and will monitor and report on infrastructure progress to ensure the timely and quality delivery of sub-projects.
Field Support Officers will spend most of their time in the field, working as a team to support project activities, share knowledge, and assist with implementation. She/ he will engage with communities to ensure alignment with project goals, collect data, monitor progress, and provide feedback to the project team for continuous improvement.
