About Pacific Labour Mobility Support Program

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program's (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

Timor Leste Scale Up

Prime Minister Anthony Albanese and Timor-Leste Prime Minister Xanana Gusmão released a joint statement on 21 December 2024 announcing bilateral funding of nearly A$50m (A$48.6m) for the Timor-Leste-Australia Labour Mobility and Skills Partnership, to equip Timorese workers with job-ready skills and provide them with more employment opportunities. The Partnership will help contribute to long term economic growth for Timor Leste and will assist the country to achieve its target of 10,000 workers in the PALM scheme by 2027-28.

About the Role

The Training Support officer (TSO) role will support the Labour Sending Unit (LSU) of the Secretariate of State for Vocational Training and Employment (SEFOPE) in providing administrative and coordination support to ensure work ready pool training candidates are contacted and brief for training and update the profiles of the candidates in the in-country recruitment database (IRD) after the training.

This is a fixed term opportunity required to the end of June 2027.

Key Responsibilities

  • Provide administrative and coordinator support to LSU, training providers and PLMSP to ensure the scale up trainings are well implemented.
  • Responsible to support SEFOPE and PLMSP in the implementation of the scale up implementation plan. This includes supporting the project coordinator, LSU coordinator and the data manager to ensure candidate list are received, candidates are contacted and training providers and or stakeholders received candidates on time.
  • Support LSU Coordinator, Data Manager and PLMSP Project Coordinator to track and locate the candidates in the right training pool in IRD.
  • Support SEFOPE LSU coordinator or head of department to conduct regular visit to training centres to observe and receive feedback and provide input to the project coordinator and scale up project manager.
  • Support LSU and PLMSP Project Coordinator to update candidates' profiles and lodge the training certificates and relevant documents in IRD after completed the training.
  • Support LSU to collaborate with TVET centres to deliver draft and work ready pool training in the municipalities.
  • Provide administrative duties during scale up project meetings and or events.
  • Provide regular reports to LSU coordinator and PLMSP Project coordinator.
  • Undertake and deliver training related to circular labour mobility processes and mechanisms and IRD functions, worker portal, learning platforms and operations at the municipal levels.
  • Conduct any other tasks requested or approved by the LSU and PLMSP project coordinator.

Qualifications and Experience

  • Tertiary qualifications in a relevant discipline or an equivalent combination of relevant experience and/or education.
  • Minimum two years' work experience in similar project support a government institution
  • Prior experience of having worked or frequent travel to work in the municipalities and experience of working directly with the government officials.
  • Advanced written and verbal communication skills, including excellent spoken English and Tetun. Has ability to speak multiple local dialects is an advantage.
  • Experience in a fast-paced working environment, with an ability to work to deadlines, and to balance competing priorities.
  • A skilled communicator with excellent interpersonal skills and the ability to build and maintain effective working relationships with a range of different individuals and organisations in the municipalities.
  • High level proficiency in Word, Excel, PowerPoint, and web browsers.
  • Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context.
  • A tertiary qualification in human resource management, local development, Information Technology and Public Policy would be an advantage.
