Introduction
Oxfam in Timor-Leste (OiTL) has a long and widely acknowledged track record in humanitarian response and development in Timor-Leste since 1999. Over the past 20 years OiTL has partnered with over 70 different organizations, and today OiTL works with 19 national and local NGOs and networks.
Project Overview
Oxfam Timor-Leste, in partnership with Associação Alumni Parlamentu Foinsa'e Timor-Leste (APFTL), implementing the Youth Employability Accelerator Project (YEAP). The one-year project (March 2026 - March 2027) is designed to address key challenges such as youth unemployment, underemployment, and limited access to entrepreneurial opportunities by strengthening employability and entrepreneurship pathways to improve the economic resilience of young women, men, including youth with disabilities in Timor-Leste.
Objective of Consultancy
- To ensure youth entrepreneurs receive necessary support through training, mentoring, and coaching
- Strengthening capacity of youth entrepreneurs in doing business including access to financial services
- Conduct Enterprise Needs Assessment
Scope of Work
- Incubating support to 30 businesses including developing the Start Your Business training module, delivery of training, coaching and mentoring based on needs
- Conduct enterprise needs assessment
- Facilitate workshop around business gaps and develop action plans for training and coaching
- Provide youth entrepreneurs in business operations training
- Offer one-to-one coaching and periodic growth clinics to 20 youth entrepreneurs
- Reporting to Oxfam
Target Participants
30 youth-led business ideas and 20 youth-led startups
Duration
Timeframe for this assignment is from 15th August to 31st December 2026. The workplan will be discussed with the selected consultant.
Budget
$12,000 USD
Payment process:
- First phase: 20% after signing the contract
- Second phase: 40% after submission of the need assessment
- Third phase: 40% after submitting all the deliverables
Deliverables
- Incubating support to 30 business ideas
- Need assessment report
- Training schedule and agenda
- Delivery training (2 SYB Training and one GYBI Training)
- Action plan for business support to startups
- Training report (pretest and post-test)
Qualifications
Education
Bachelor's degree (minimum) in Business Administration / Entrepreneurship, Economics / Development Studies, Education / Youth Development.
Professional Experience
- At least 3-5 years of relevant experience in Youth entrepreneurship or livelihoods programs
- Proven experience delivering business incubation (GYBI (Generate Your Business Idea) training, SYB (Start Your Business))
- Experience working with Youth (18-35), including Youth with disabilities
- Demonstrated experience in Training, mentoring, or coaching young entrepreneurs
Technical Expertise
- Ability to Facilitate idea generation, business planning, and startup processes
- Adapt training for Low literacy participants and informal sector youth
- Understanding of Youth-specific constraints (access to finance, skills gaps, social norms)
Skills
- Excellent facilitation and interactive training skills, with youth-friendly approaches
- Ability to deliver Participatory, activity-based learning (games, role play, group exercises)
- Coaching and mentoring skills (post-training support)
- Strong communication and interpersonal skills
- Ability to develop or adapt training materials and tools for youth audiences
