Consultant - Training on Food Safety, Packaging, Preservation and Product Promotion

Background and Context

Climate change adaptation project was funding from Oxfam Hong Kong, Oxfam in Timor-Leste will implement the Climate Change Adaptation through Climate-Smart Agriculture Practices project over the course of one year. The proposed geographical location for the project is the Ermera municipality specifically in the Fatuquero suco of Railaco administration post. Its primary objective is to enhance and diversify livelihoods through climate-smart agricultural practices among youth farmers.

The project will directly support around 20 youth farmer groups by providing them with essential knowledge on sustainable agriculture, ensuring they are well-versed in good practices. Additionally, it will create opportunities for these young farmers to connect with input suppliers and access capacity-building programs offered by the government and other stakeholders in the productive sector. During the project's implementation, collaboration with both the public and private sectors will be crucial to link these farmer groups to potential markets in Dili and beyond. A significant focus will be on empowering young women, particularly those with disabilities, to assume leadership roles within these groups and in their communities.

Purpose of the Training

This training is designed to build the capacity of youth farmer groups in Fatuquero by equipping them with essential knowledge and practical skills in food safety, packaging, preservation, and product promotion. By strengthening these competencies, the initiative aims to improve the quality and market readiness of local agricultural products, enhance food security, and support sustainable livelihoods in a climate-sensitive and resource-constrained environment.

Training Objectives

The consultant will deliver a comprehensive training program—both theoretical and practical—for 20 youth farmers in Fatuquero. The training will focus on:

  • Preserving and conserving horticultural products to maintain quality through improved packaging, preservation techniques, and product promotion
  • Enhancing farmers' understanding of food safety standards and practices
  • Equipping participants with hands-on skills to improve the marketability and shelf life of agricultural products
  • Integrating weather forecast information into food safety practices to mitigate risks related to spoilage, contamination, and improper storage in areas with limited infrastructure

Target Beneficiaries and Duration

The target beneficiaries are 20 youth farmers and training will be conducted for 2 days in Gleno, Ermera municipality.

Scope of Work

The consultant will be responsible for:

  • Designing a training curriculum covering food safety, packaging, preservation, and product promotion
  • Facilitating interactive training sessions with both theoretical instruction and practical demonstrations
  • Conducting hands-on exercises to ensure participants can apply the skills learned
  • Assessing training effectiveness and providing feedback to participants
  • Submitting a final report summarizing activities, outcomes, and recommendations for future capacity-building initiatives

  • Training curriculum and materials
  • Delivery of training sessions (theoretical and practical)
  • Evaluation report on training effectiveness
  • Final report with key findings and recommendations

Timeline

Training will be conducted from 4–5 March 2026, in Gleno, Ermera municipality.

  • Farmers acquire practical skills in food safety, packaging, preservation, and product promotion
  • Improved quality and marketability of agricultural products
  • Enhanced food safety awareness among participants
  • Increased resilience and market access for farmers both Ermera municipalities and supermarket in Dili
  • Actionable recommendations for future training and support

Required Qualifications

The consultant should demonstrate:

  • Proven experience for 5 years in food safety, post-harvest handling, packaging, or food processing
  • Experience delivering community-based training (preferably with youth farmers, women and people with disability in rural communities)
  • Understanding climate-smart agriculture and weather-related risk mitigation is an advantage
  • Strong facilitation, communication, and report-writing skills

Budget and Payment Terms

A total budget of $1,700.00 will be allocated to cover all consultancy-related costs, including but not limited to:

  • Consultant professional fees
  • Training materials and supplies
  • Catering Services
  • Administrative expenses related to training delivery
