Consultant for Employability and Soft Skill Training

Introduction

Oxfam in Timor-Leste (OiTL) has a long and widely acknowledged track record in humanitarian response and development in Timor-Leste since 1999. Over the past 20 years OiTL has partnered with over 70 different organizations, and today OiTL works with 19 national and local NGOs and networks.

Project Overview

Oxfam Timor-Leste, in partnership with Associação Alumni Parlamentu Foinsa'e Timor-Leste (APFTL), implementing the Youth Employability Accelerator Project (YEAP). The one-year project (March 2026 - March 2027) is designed to address key challenges such as youth unemployment, underemployment, and limited access to entrepreneurial opportunities by strengthening employability and entrepreneurship pathways to improve the economic resilience of young women, men, including youth with disabilities in Timor-Leste.

Objective of Consultancy

  • Increase youth ability in soft skills such as communication, teamwork, and digital literacy to respond to employability market demand
  • Increase youth confidence on jobs readiness (writing CV and Application letters and attending job interviews)

Scope of Work

The consultancy is responsible for:

  • Developing modules according to training need assessment conducted by Oxfam
  • Deliver employability training to the youth in three YEAP Project targeted areas such as Atauro, Dili, and Ermera
  • Evaluation and reporting to Oxfam
  • Coordinate with Oxfam and APFTL as necessary

Methodology

Training approach will be adult learning approach, including:

  • Interactive presentation
  • Workplace clinic and case study
  • Role play
  • Q&A and feedback

Duration

Tentative timeframe for this assignment is from 15th August to 30th September 2026. The workplan will be discussed with the selected consultant.

Budget

USD 3,000

Payment Process

  • First phase: after signing contract (40%)
  • Final phase: after submitting final report (60%)

Deliverables

  • Training schedule and agenda
  • Training module and training material presentation (soft copy and hard copy)
  • Deliver 4 training (2 in Dili, 2 in Ermera)
  • Attendance list and activities documentation
  • Training evaluation report (including pretest and posttest)

Qualifications

Education

  • Bachelor's degree (minimum) in Human Resources/Business Administration, Education/Training & Development

Professional Experience

  • At least 3-5 years of relevant experience in Employability, workforce readiness, or skills development programs
  • Proven experience delivering training on soft skills/life skills/workplace readiness
  • Experience working with Youth, job seekers, and youth disability groups
  • Demonstrated experience in Training, coaching, or mentoring participants

Technical Expertise

  • Strong knowledge of Employability frameworks (e.g., job readiness, career development)
  • Soft skills training such as: Communication, Teamwork, Problem-solving, Time management, Leadership and work ethics
  • Understanding of Labor market needs and employer expectations
  • Ability to design or adapt training curricula and materials
  • Able to travel to the municipalities
