Background

The National Directorate for Biodiversity, under the Government of Timor-Leste, has been actively engaged in collaborative research initiatives within the framework of the Access and Benefit Sharing (ABS) mechanism. These joint efforts with partner institutions have identified valuable biological resources with significant potential for commercialization, contributing to sustainable economic development.

To ensure the effective translation of research findings into tangible benefits, there is a critical need to enhance the technical capabilities of stakeholders in bioprospecting and product development.

Project Description

The training program entitled "Applied Bioprospecting Laboratory Training Program for Stakeholder Capacity Enhancement to Support ABS Product Development in Timor-Leste: with the Focus on Agricultural and Pharmaceutical Innovation" will focus on four key ABS-derived products, integrating scientific methodologies with traditional knowledge to promote sustainable utilization and equitable benefit-sharing for local communities.

Submission Requirements

  • Technical Proposal – A detailed methodology outlining the training approach, work plan, and profiles of proposed trainers, highlighting their expertise in bioprospecting and ABS product development
  • Financial Proposal – A comprehensive budget breakdown and ensuring cost-effectiveness
  • Company/Institutional Profile – Documentation of prior experience in conducting similar capacity-building programs, particularly in developing countries

Evaluation Criteria

  • Technical Competence (40%) – Demonstrated expertise in bioprospecting, laboratory training, and ABS-compliant product development
  • Relevant Experience (30%) – Proven track record in delivering similar training programs, preferably within the Asia-Pacific region
  • Cost-Effectiveness (30%) – Justifiable budget allocation with clear value for money
