ISDP Consultant (National and International)

Background

As part of Australia's Health System Strengthening program to improve primary healthcare delivery, Maluk Timor, in partnership with the Instituto Nacional de Saúde Público de Timor-Leste (INSP-TL), is in progress to develop and digitise an integrated training package covering both clinical and non-clinical skills, tailored to address training needs at primary care settings.

Started in March 2024, the project (Digitising In-Service Training for Non-Clinical and Clinical Excellence - DISTaNCE) aims to strengthen the capacity of INSP-TL to develop, quality assure and deliver an integrated training package for primary healthcare workers on both clinical and non-clinical, with an expected completion date by February 2026.

Purpose of the Consultancy

In collaboration with the National Director of Training (INSP-TL) and designated focal points from both INSP-TL and Maluk Timor, the consultant will lead and coordinate further development, validation and finalization of the healthcare management training modules.

Scope of Work

• Draw on the existing training needs assessment and relevant reports to inform prioritisation of training module development
• Develop or adapt existing training modules
• Support reporting and documentation

Key Deliverables

• Detailed work plan and timeline for the consultancy
• A well-structured, contextually appropriate training package for healthcare management
• Finalised healthcare management training modules

Required Qualifications

• Demonstrated experience in developing training content focused on health management and leadership
• Strong understanding of primary health care (PHC) systems in low- and middle-income countries
• Proven experience in designing and delivering blended learning programs
• Ability to effectively integrate gender equality, social inclusion, and equity considerations
• Excellent communication, facilitation, and interpersonal skills
• Good communication in English and Tetum Languages
