Background
As part of Australia's Health System Strengthening program to improve primary healthcare delivery, Maluk Timor, in partnership with the Instituto Nacional de Saúde Público de Timor-Leste (INSP-TL), is in progress to develop and digitise an integrated training package covering both clinical and non-clinical skills, tailored to address training needs at primary care settings.
Started in March 2024, the project (Digitizing In-Service Training for Non-Clinical and Clinical Excellence - DISTaNCE) aims to strengthen the capacity of INSP-TL to develop, quality assure and deliver an integrated training package for primary healthcare workers on both clinical and non-clinical, with an expected completion date by February 2026.

- Health Management Information Systems (HMIS)
Key Responsibilities
- Content Enhancement: Reviewing and refining existing training modules
- Final Review: Conducting thorough final reviews
- Alignment with Needs: Ensuring revised modules have clear learning outcomes
- Module Development and Adaptation including GEDSI dimensions
- Blended Learning Integration
- Peer Review and Feedback Support
- Reporting and Documentation
Required Qualifications
- Demonstrated experience in developing training content focused on health management and leadership
- Strong understanding of primary health care systems in low- and middle-income countries
- Proven experience in designing and delivering blended learning programs
- Ability to effectively integrate gender equality, social inclusion, and equity considerations
- Excellent communication, facilitation, and interpersonal skills
- Good communication in English and Tetum Languages
Timeline
- Consultancy starts in September 2025
- Final draft of training modules submitted by January 2026
- Handover of all finalized materials and report by March 2026
