External Evaluator for Project on Coastal Change and Migration in Timor-Leste

Project Overview

IOM Timor-Leste implemented a 24-month project titled "Addressing Environmental Migration Resulting from Coastal Change in Timor-Leste" from October 2020 to October 2022. The project aimed to build the Government of Timor-Leste's capacity to address coastal communities' vulnerabilities and adaptive capacities to climate change.

Evaluation Purpose

An ex-post external evaluation is being conducted from August 8 to October 9, 2024 to measure the success of the project. The evaluation objectives are to:

• Assess overall performance towards meeting expected results
• Identify success factors and barriers in implementation
• Evaluate government ownership and stakeholder engagement
• Document lessons learned and best practices
• Provide recommendations for future programming

Evaluation Scope and Criteria

The evaluation will cover the entire project duration and assess the OECD/DAC criteria of relevance, efficiency, effectiveness, coherence, impact and sustainability.

Methodology

A mixed methods approach using qualitative and quantitative data collection, including:

• Desk review of project documentation
• Surveys
• Focus group discussions
• Key informant interviews

• Inception report
• Draft evaluation report
• Final evaluation report
• Evaluation brief
• Presentation of findings
• Partially completed Management Response Matrix

Qualifications

• 7-10 years experience conducting evaluations as lead evaluator
• Master's degree in relevant field
• Experience with quantitative and qualitative research methods
• Excellent analytical and communication skills in English
• Experience with data collection methods like FGDs, KIIs, surveys
