Assignment Title: Consultant(s) to Conduct Endline Survey and Final Evaluation of the ICBRR Programme

Duty Station: Dili, Timor-Leste (with field visits to all three target villages)

Background
Cruz Vermelha de Timor-Leste (CVTL) is a humanitarian organization established on 22 July 2000 and officially recognized by the Government of Timor-Leste on 17 August 2005. The Integrated Community-Based Risk Reduction (ICBRR) programme is CVTL's flagship community initiative providing comprehensive support across Disaster Risk Reduction (DRR), Livelihoods, Water Sanitation and Hygiene (WASH), community health, and youth engagement.
Phase III runs from September 2024 to August 2026 across three villages in Manufahi and Ainaro Municipalities. As the Programme approaches closure, CVTL is seeking qualified consultant(s) to carry out a final Endline Survey and Final Evaluation.
Purpose of the Assignment
The assignment has two interconnected components:
- Endline Survey: Measure changes in key programme indicators at the close of Phase III against baseline values through quantitative household survey (Budget: USD 7,000)
- Final Evaluation: Provide comprehensive mixed-methods assessment of programme performance, outcomes, lessons learned, and recommendations (Budget: USD 18,000)
Key Objectives
Endline Survey
- Measure household-level changes across all ICBRR components against baseline study values
- Generate representative, village level data disaggregated by sex, age, and other relevant characteristics
- Provide quantitative evidence base for the Final Evaluation
- Identify gaps across gender, age groups, and marginalized populations
Final Evaluation
- Assess performance and achievements against planned objectives and targets
- Assess coherence with CVTL, government, and stakeholder policies
- Assess contribution to longer-term changes in community resilience
- Identify challenges, lessons learned, best practices, and innovations
- Provide evidence-based recommendations for future programming
Evaluation Criteria
The Final Evaluation will assess the Programme against 6 criteria from the IFRC Framework for Evaluations:
- Effectiveness: Achievement of intended results
- Relevance: Alignment with community needs and priorities
- Coherence: Alignment with other actors and systems
- Efficiency: Resource utilization and value for money
- Impact: Long-term positive and negative changes
- Sustainability: Continuation of benefits beyond donor support

Key Responsibilities
Endline Survey
- Design rigorous sampling methodology with statistical representativeness
- Develop comprehensive survey questionnaire in English and Tetum
- Pre-test questionnaire and revise based on findings
- Recruit, train, and supervise enumerators
- Programme survey in KoboToolbox with validation rules
- Conduct data collection in all three target villages with daily oversight
- Perform data cleaning, management, and quantitative analysis
- Produce standalone Endline Survey Report
Final Evaluation
- Conduct thorough desk review of all Programme documentation
- Visit all three target villages to observe infrastructure and activities
- Develop and implement KII guides for structured interviews
- Facilitate focus group discussions with beneficiary groups
- Triangulate findings across all data sources
- Facilitate in-country validation workshop
- Facilitate online findings presentation/webinar
- Produce Final Evaluation Report

Note: All deliverables, payments, and transactions must be completed by 31 December 2026.
Required Qualifications and Experience
Technical Expertise (Required)
- At least 5 years of experience designing and implementing programme evaluations and/or surveys in humanitarian or development sector
- Demonstrated experience evaluating programmes in minimum two of: DRR, WASH, community health, livelihoods, or youth engagement
- Strong quantitative research skills: household survey design, probability sampling, digital data collection (KoboToolbox), statistical analysis
- Strong qualitative research skills: KII and FGD design, facilitation, transcription, and analysis
- WASH technical expertise (team must include or consult a specialist) - MANDATORY
Preferred Qualifications
- Prior experience evaluating Red Cross/Red Crescent or similar humanitarian organization programmes
- Familiarity with IFRC Framework for Evaluations
- Experience in Community-Based Risk Reduction (CBRR) programming
- Prior experience working in Timor-Leste or comparable Pacific/Southeast Asian context
Management and Communication (Required)
- Proven ability to recruit, train, manage, and coordinate field data collection teams
- Strong facilitation skills for community-level workshops and stakeholder presentations
- Ability to produce high-quality evaluation reports with clear findings and actionable recommendations
- Strong analytical skills and ability to synthesize complex findings
Language
- Fluency in written and spoken English (Required)
- Working knowledge of Tetun (Preferred)
Education
- University degree (minimum Bachelor's level) in international development, social sciences, public health, DRR, statistics, or related field (Required)
- Advanced degree (Master's or PhD) in relevant discipline (Preferred)
Selection Criteria
- Technical expertise in evaluations, surveys, and relevant sectors: 30%
- Quality of proposed methodology: 25%
- Relevant prior experience: 20%
- Quality of sample reports: 10%
- Financial proposal and value for money: 15%
Payment Schedule
- 30% upon submission and approval of Inception Report and pre-tested tools
- 40% upon completion of data collection and submission of draft reports
- 30% upon submission and approval of all final deliverables by 25 November 2026
