Catalpa has been engaged by the World Bank to support the implementation of the Social Accountability And Inclusion For Improved Public Spending And Service Delivery In Timor-Leste project funded by the Global Partnership for Social Accountability (GPSA). Catalpa is currently working on the design of the intervention pilot in Timor-Leste in partnership with the Civil Society, Health Partners, Ministry of Health, and other Government stakeholders at the National, Municipality and Suku level. 

This project aims to proactively enhance social accountability and inclusion in Timor-Leste by improving the coordination and collaboration between health services and the communities they serve, with a particular focus on involving marginalized groups in decision-making. By centering on health sector interventions, the project seeks to increase citizen participation and improve cooperation between civil society and government entities for improved service delivery at the local level.

About the position

Leading a small team, the Team Leader will oversee the implementation of social accountability pilots, ensuring alignment with project goals. This involves coordinating closely with government bodies, civil society organizations, and other stakeholders to evaluate the effectiveness of these interventions and foster a collaborative environment.

The Team Leader will develop and lead activities aimed at enhancing the skills and knowledge of various stakeholders. This includes organizing workshops and training sessions to equip civil society and government officials with the tools needed to engage in constructive dialogue, provide evidence-based recommendations, and foster a culture of collaboration and accountability.

The Team Leader will oversee the continuous assessment and learning throughout the project lifecycle. This entails working with the Monitoring, Evaluation, and Learning (MEL) Consultant to collect and analyze data on the impact of interventions, adapt strategies based on feedback and insights, and ensure the project's objectives are met efficiently.

The Team Leader will need to maintain clear and consistent communication channels with both the broader Catalpa team and project stakeholders, ensuring transparency and accountability throughout the project's duration.

Reporting to the Senior Sponsor, the key roles and duties for the Team Leader include:

  • Participating in the design of Social Accountability and Inclusion interventions, then leading the planning and implementation of pilot interventions.
  • Lead and implement knowledge, learning and capacity building activities.
  • Engage, manage and mentor a small team
  • Develop a Monitoring and Evaluation Plan to track and measure project outcomes, including forming and enhancing partnerships with key stakeholders.

Requirements

We are looking for someoe who has:

  • A passion for innovation, particularly in areas related to human-centered design and technology, aiming to drive significant impact in health programming and social accountability.
  • Ideally, you've led donor-funded project in Timor-Leste for more than four years, facing challenges and achieving meaningful results.
  • You have demonstrated experience in the health sector, and have a proven record in collaborating with the Ministry of Health, local leadership, and Civil Society Organisations (CSOs). We are looking for an individual who has tertiary education/training or equivalent experience in health or a related field. 
  • Strong capabilities in conducting analyses, such as political economy analysis, and crafting comprehensive program reports.
  • Demonstrated ability in fostering relationships and managing diverse stakeholders, including government entities, international organizations, and civil society.
  • Strong communication skills, both verbal and written - you’ll need experience preparing program reports using a consultative and analytical approach

The successful candidate for this role will be able to think and work strategically, but also be willing to roll up their sleeves and get things done - this is definitely a job where you will need to do both.
