About the position

As the Deputy Country Manager for Catalpa in Timor Leste, you will be responsible for:

  • Ensuring excellence in delivery of our programs across multiple sectors
  • Providing hands-on support, leadership and mentorship to team leads and their teams
  • Supporting the development and implementation of quality systems and processes for program management including implementation planning, budgeting and financial management, MEL and quality implementation of program deliverables including program reports  
  • Managing and supporting teams to manage effective relationships with a range of stakeholders, including a range of donor organisations.  Help Catalpa to maintain and grow strategic relationships and quality local partnerships in Timor Leste.

Reporting to our Director, you will work closely with our Head of Programs to ensure high-quality program delivery while building local team capacity. You will play a crucial role in helping our teams deliver high-quality programs and deliverables; whilst enabling strong relationships with our partners and donors.

If you were here with us last week, you might have:

  • Facilitated a kickoff workshop with a project team and a government client to align on the project background, delivery scope, and ways of working
  • Identified a major risk in a project, collaborating with your team to mitigate potential impacts
  • Spotted an opportunity for additional work with a partner, shaping a proposal that delivers added value for their focus within budget constraints
  • Contributed to resourcing planning across our Timor projects to ensure the right team members are allocated to projects, optimising utilisation of staff and meeting delivery timelines
  • Led a recruitment process for a team member to join one of our project teams
  • Led a partner meeting to provide progress updates, including key findings from recent user testing on a digital prototype solution

Note, this role is open to Timorese nationals but we would be open to international applicants who are already in country.

Requirements

We are looking for a self-motivated individual with:

  • Degree in International Development, Project Management, or related field,  or, an intriguing reason for not having one.
  • Minimum 5 years experience in project management of donor funded projects  (e.g. DFAT, World Bank, UN) - this includes experience in managing the operational delivery, management of risk and managing a team.
  • Significant experience working in the international development sector in Timor-Leste, past work with government and/or donors is a must. 
  • Understanding of program focused MEL systems is desirable.
  • Extensive experience managing partners and expectations, must be confident liaising with clients on a range of contractual related matters, understanding the importance of both formal and informal communication.
  • Good understanding of working in partnership with the Government of Timor Leste, and implementing best-practices in a sustained manner.
  • Great communication skills. You have the ability to go from presenting to a boardroom, to a small NGO, as well as the people they aim to serve. You also have strong written and verbal communication skills in English and in Tetum ideally.
  • You’ll have proven ability to build capacity and mentor teams.
  • Strong cultural competency and demonstrated ability to work effectively in diverse cultural contexts.
