Background Information
CARE in Timor-Leste (CARE) works to support women and girls in rural and disadvantaged communities to improve their voice and wellbeing. Through its long-term program approach, CARE partners with communities, civil society organizations, government institutions, and development stakeholders to address gender inequality, promote inclusive governance, and strengthen resilience.
CARE Timor-Leste is in process of developing "School and Households Integrated Nutrition Initiative in Ermera (SHINE)." The project aims to enhance child nutrition and hygiene practices through an integrated approach that targets both schools and households in four suco in Railaco, Ermera Municipality.
As part of the project design phase, CARE requires a Community Assessment in the four target suco to understand the local context and inform an effective, inclusive, and sustainable program design.
Objective and Scope
CARE seeks to engage a Community Assessment Team, consisting of one Lead Consultant and three Enumerators, to conduct a Community Assessment in each of the four target Suco. The Community Assessment Team will organise and conduct key informant interviews with the following stakeholders:
- School principals and teachers from local preschools and primary schools
- Village leaders from each target suco (4 villages)
- Community health volunteers (4 individuals)
- Water User Groups, where they exist
- Health Post or Community Health Centre staff serving the target suco (4 individuals)
- SMASA (Municipal Services for Water and Sanitation)
- Municipal Education Services
- Municipal Health Services
The Community Assessment Team will produce a Community Assessment Report for each of the target suco using CARE's template, which includes:
- Community overview geographic information, sources of income, population size, and access to education and health services (350-500 words)
- What matters to the community (500 words)
- Communities strengths and resources (500 words)
- Challenges and gaps identified by the community (500 words)
- Environmental threats to local land, air, water resources, and the ecosystem (350-500 words)
- Cultural practices that are relevant to the project (350-500 words)
Required Qualifications
Lead Consultant
- Strong planning and project management skills, with demonstrated ability to develop workplans and adhere to agreed timelines and deliverables
- Demonstrated experience supervising enumerators, ensuring data quality, safeguarding compliance, and ethical research practices
- Experience in needs assessments, qualitative research, and participatory methodologies in Timor-Leste
- Strong data analysis and report writing skills in English
Enumerators
- Previous experience conducting Key Informant Interviews, focus group discussions, or community consultations in rural settings
- Fluency in Tetum required, with language skills in Mambae and/or Tokodede preferred
- Ability to take clear, structured notes in Tetum and follow data collection tools accurately
- Understanding of informed consent, confidentiality, safeguarding, and respectful engagement with low-literacy communities
