Summary
BVTL aims to enhance the safety and resilience of fishers and LMMA committee members from Ilimano, Behedan, Biqueli, Selihasan, and Arlo. This training will equip participants with essential skills to prevent accidents, respond to emergencies, and ensure safer fisheries management, particularly in monitoring the Tara Bandu area. By strengthening safety awareness, this initiative supports sustainable marine practices and community-led conservation efforts.
Scope of Services
The facilitator will work under the direct supervision of the Fisheries Programme Manager with overall supervision and guidance from the Country Director and other managers. During the assignment, the consultant is expected to carry out the following tasks and deliver specific results/products:
- Deliverable 1: Design and develop a training manual/guideline in English/Tetun and share it with BVTL
- Deliverable 2: Deliver a 2-day training for 25 participants (both theory in class and class and water practice)
- Deliverable 3: Prepare and submit a Training report to BVTL
Eligibility Criteria
- At least 3 years of experience related to Safety at Sea
- Knowledge of Maritime Safety Regulations
- First Aid and Emergency Response Skills
- Emergency Preparedness and Response Skills
- Practical Experience with Safety Equipment Skills
- Practical knowledge of vessel maintenance, safety gear (life jackets, lifeboats), and engine troubleshooting
- Knowledge in Risk Assessment and Hazard Management
- Strong Communication and Facilitation Skills
- Experience and skills in training and transfer of knowledge
- Excellent report writing skills
- Able to engage with the coastal community
- Demonstrated capacity in knowledge sharing and knowledge management and ability to generate innovative and new ideas and promote learning through leadership and personal example
- Ability to follow deadlines, accuracy and attention to detail
- Be able to facilitate a training in Tetun
