First Aid and Safety at Sea Training Consultant

Project Overview

Blue Ventures is a marine conservation organisation that puts people first. We support coastal fishers in remote and rural communities to rebuild fisheries and restore ocean life through community-led and locally grounded approaches.

Our work began two decades ago in Madagascar and has since grown globally. Across a dozen countries, we partner with traditional fishers and community organisations to strengthen and sustain community-based fisheries management and conservation efforts.

This consultancy will support fishers and LMMA (Locally Managed Marine Area) committee members in Ilimano, Manatuto, to strengthen their preparedness and resilience during fisheries management and marine conservation activities.

Objectives of the Consultancy

The training aims to build the capacity of fishers and LMMA committee members to:

  • Acquire and demonstrate basic first-aid skills
  • Master fundamental water rescue techniques
  • Effectively manage and make decisions during maritime emergencies
  • Understand and use safety equipment appropriately
  • Improve awareness of tourist safety and accident prevention
  • Promote sustainable marine tourism through increased environmental awareness and responsible practices

Scope of Services and Deliverables

The consultant will work under the direct supervision of the Fisheries Programme Manager, with overall guidance from the Country Director and relevant managers.

The consultant will be responsible for the following deliverables:

  • Deliverable 1: Design and develop a training manual/guideline in English and/or Tetun (26 February – 3 March 2026)
  • Deliverable 2: Facilitate a 2-day training (theory and in-water practice) for 20 participants from six communities (4–5 March 2026)
  • Deliverable 3: Prepare and submit a training report (6–11 March 2026)

By the end of the assignment, participants from the Tara Bandu structure and fisheries representatives are expected to have strengthened knowledge and practical skills in first aid and sea safety, enabling them to conduct surveillance, secure the Tara Bandu area, and ensure the safety of tourists during snorkelling activities.

Duration and Location

  • Location: Dili, Timor-Leste, with travel to Ilimano, Manatuto
  • Contract Duration: 10 working days
  • Period: 26 February 2026 – 11 March 2026
  • Start Date: As soon as possible

Required Skills and Experience

  • Minimum 3 years of experience in Safety at Sea or related field
  • Knowledge of maritime safety regulations
  • First aid and emergency response expertise
  • Practical experience with safety equipment and vessel maintenance
  • Knowledge of risk assessment and hazard management
  • Strong facilitation and communication skills
  • Demonstrated experience in delivering training and knowledge transfer
  • Excellent report writing skills
  • Ability to engage effectively with coastal communities
  • Ability to facilitate training in Tetum
