Data Quality and Reporting Specialist

Introduction

Australia Awards are prestigious international awards offered by the Australian Government to the next generation of global leaders to undertake study, research, and professional development in Australia. The program aims to promote knowledge, education links and enduring ties between Australia, Australia's neighbours, and the global community.

Australia Awards support long-term education in Australia at undergraduate and postgraduate levels. They target priority human resource and development needs in Timor-Leste, as aligned with the priorities of the Australian development program. Australia Awards Timor-Leste (AATL) also offers a range of short courses for both Australia Awards alumni and other participants. This includes English language training targeting people with disability and other underrepresented groups in the scholarship program, and an annual Women in Leadership Program.

Australia Awards Timor-Leste is implemented by Palladium International on behalf of the Australian Government.

Objectives

To support effective program management and reporting, there is a need to consolidate the program's historical short-term training records, establish consistent participant tracking systems, and develop data management tools that enable accurate monitoring of participation, progress and achievement.

Services Required

AATL is looking for a Data Quality and Reporting Specialist for a short-term assignment of up to ten days to improve the quality of the program's short course training record management, based on an agreed daily rate. Services will include:

  • Review and consolidate existing short-course training records.
  • Develop processes, templates, and tools to establish consistent ongoing record-keeping and beneficiary tracking.
  • Develop tools to strengthen disaggregated data analysis and reporting capability.

Deliverables

The selected Data Specialist will be required to deliver the following by the agreed deadlines:

  • Inception note outlining the proposed approach and workplan.
  • Consolidated and cleaned historical training records database covering available data to 30 June 2026.
  • Standardized spreadsheets and procedures for ongoing participant and training records management.
  • Program reporting tools (including automated data-entry, pivot tables, and/or dashboards/reporting functions as agreed).
  • Final short assignment report summarizing work undertaken, a simple user guide for ongoing data management, limitations, and recommendations.
  • Handover and training session for designated program staff.

Duration and Work Arrangements

The contract will be for up to 10 days, over July/August, with working hours and days as agreed with the AATL Team Leader. Meetings required to carry out the requested tasks will take place at the AATL offices in Dili, Timor-Leste or remotely during working hours.

The selected Data Specialist will be supervised by the AATL Team Leader, with remote support from AATL's MEL Adviser. Collaboration with the relevant program staff responsible for managing training delivery, monitoring, and reporting will also be required.

Qualifications

The selected Data Specialist should have the following skills and experience:

  • At least a bachelor's degree in information management/technology, social sciences, mathematics/statistics, or related fields.
  • Proven experience in data quality assurance, management, and reporting.
  • Strong Microsoft Excel skills, including advanced functions, pivot tables, and reporting automation.
  • Excellent organizational skills and attention to detail.
  • Demonstrated understanding of the importance of data confidentiality.
  • Proven ability to work independently, as well as a flexible and collaborative approach to work with a busy program team.
  • Confident in written and spoken English.
