Technical Advisory Support to Nabilan Services Team

Background

The Nabilan (Ending Violence Against Women and Children-EVAWC) Program began in 2014 and has now begun Phase IV (2026-2030). Nabilan is an Australian aid initiative implemented by The Asia Foundation in Timor-Leste on behalf of the Government of Australia and in collaboration with the Government of Timor-Leste. Nabilan's Phase IV goal is that "Women and children in Timor-Leste, in their diversity, enjoy gender equality and live free from violence".

Summary of Assignment

Work under the Nabilan Services pillar contributes to the End of Program Outcome: "Women and children experiencing violence receive timely, coordinated and inclusive services that keep them safe and support recovery and justice". Nabilan works collaboratively with the Timor-Leste Government's Ministry of Social Solidarity and Inclusion (MSSI) and members of the VAWC Referral Network to support those working in the services sector with targeted, high-quality training and technical assistance.

Nabilan's Services pillar seeks a consultant with high-level, sector-specific knowledge and expertise, to provide input to the various interventions of the Services pillar, in the following areas:

  • Review and input into the GBV counselling training curriculum and methodology, to ensure adherence with best practice and affinity with the Timor-Leste context
  • Development of new modules and final consolidation of the program's revised Certificate III in Social Services
  • Development of a Disability Strategy for Nabilan Phase IV
  • Finalisation of the draft workforce capability framework
  • Review of draft policies and protocols to ensure that current, best practice approaches are incorporated
  • Other areas of review and technical advice as identified over the course of the short-term involvement in the program

Requirements

  • University master's degree in social work, social science, community or international development, gender or related field
  • A minimum of 10 years of previous relevant experience working in the VAWC services response sector, and experience working on programs aimed at ending violence against women and/or women's rights, and disability inclusion
  • Experience in developing and facilitating training, and mentoring staff working in service delivery for women and children experiencing violence
  • Understanding and knowledge of the Timor-Leste socio-economic and cultural context; Understanding of the VAWC context in Timor-Leste
  • A personal commitment to feminist values and principles, promoting gender equality and modelling personal behaviours consistent with the program focus
  • A commitment to working respectfully and collaboratively with individuals and organisations at a range of levels
  • Strong oral and written communication skills in English, Tetum highly desirable

Deliverables

  • An Inception Report and workplan submitted in week 1
  • Finalised GBV counselling curriculum
  • Finalised Certificate III in Social Services modules
  • Finalised workforce capability framework
  • Phase IV Disability Strategy
  • A final report with summary of outputs and outcomes and recommendations for ongoing work

Reporting and Coordination

The consultant will report to the Nabilan Team Leader, working closely with the Nabilan senior team and Services pillar team. Regular check-ins and progress updates will be required.

Timeframe

30 days to be completed by November 2026. Desk work only - no provision for international travel. Location: Remote or in-person.
