Labour Mobility Training Facilitator

Background

The Pacific Australia Labour Mobility (PALM) scheme is a strategic partnership between Pacific nations and Australia, including Timor-Leste, offering mutual benefits by addressing labour shortages in Australia while providing Timorese workers with employment opportunities. In Timor-Leste, the Department of Foreign Affairs and Trade (DFAT) supports the Pacific Labour Mobility Support Program (PLMSP), implemented by Palladium International in partnership with the Secretariat of State for Vocational Training and Employment (SEFOPE). The Asia Foundation (TAF) is providing support to strengthen efforts to promote safe labour mobility for workers and their families.

Building on the first year of implementation, the next phase will continue to strengthen protection, wellbeing, and support services for Timorese workers and their families, while applying lessons learned to refine future programming. It will focus on institutional strengthening, training and capacity development, sustained engagement with key stakeholders, alongside the further refinement of response, prevention, and reintegration approaches. The phase will also expand both in-person and remote support services, prioritizing practical, context-appropriate systems and partnerships. Drawing on lessons from Nabilan, DFAT's long-term Ending Violence Against Women and Children program, the initiative will continue to leverage established partnerships, tested approaches, and selected co-delivered activities.

Summary of Assignment

The consultant will serve as a Training Facilitator within the TAF Labour Mobility team, working alongside existing facilitators to deliver the GBV prevention and response training program for workers, couples, and family members. The Training Facilitator will lead sessions for male workers and husbands/partners of female workers and co-facilitate sessions for couples and family members across multiple training rounds delivered at key stages of the labour mobility journey, including pre-departure and reintegration. Training content will cover GBV prevention and response, sexual and reproductive health, healthy relationships and long-distance relationship management, labour mobility preparation, and reflection upon return.

Key Areas of Support

Training Delivery

  • Facilitate GBV prevention training sessions for male workers across a multi-day curriculum
  • Co-facilitate sessions in male-female pairs where required
  • Lead and adapt participatory methodologies
  • Adjust facilitation style and pacing for different audiences (male workers, wives, couples)
  • Identify and refer participants who may need follow-up support to referral network partners

Curriculum & Materials

  • Document ongoing lessons learned from training delivery and inputs from key stakeholders
  • Support refinement of session content and activities based on facilitator reflections and participant feedback
  • Prepare session materials and logistics in advance, in line with facilitator guide requirements

Monitoring, Documentation & Quality

  • Administer and collect pre-/post-tests and participant feedback
  • Support documentation of key lessons, carry out follow-up interviews and surveys with training participants, manage pre- and post-test data, and contribute to program monitoring, learning, and reporting processes

Coordination & Logistics

  • Work with other team members and partners to confirm participant lists, venues, schedules, and materials ahead of each training

Requirements

  • University bachelor's degree in social work, psychology, education, or a related field
  • Significant experience with adult learning techniques and participatory facilitation approaches
  • A minimum of two years' relevant experience working in the GBV prevention and/or response sector
  • Previous experience working in sexual and reproductive health is desirable
  • Understanding of welfare and GBV risks associated with the labour mobility experience for workers and families
  • A commitment to working respectfully and collaboratively with individuals and organisations at a range of levels
  • Due to the nature of the training content, male applicants are preferred for this assignment
  • Basic proficiency in English (verbal and written)

  • Training organisation and delivery
  • Simple training report per training round
  • Training data entry per round

Reporting and Coordination

The consultant will report to the Labour Mobility Social Support Lead and work closely with other members of the Labour Mobility team.

Timeframe

Approximately 200 days from August 2026–June 2027
