Purpose of the Consultancy
ADRA Timor-Leste is seeking an experienced consultant or video production company to produce high-quality communication videos showcasing the achievements, impact, and success stories of the Sustainable Health, Agriculture, Protection and Empowerment (SHAPE) Project implemented in Viqueque Municipality.
The consultancy aims to document how integrated interventions have improved livelihoods, strengthened resilience, and empowered communities through compelling visual storytelling.
Key Objectives
- Showcase the overall achievements and impact of the SHAPE Project
- Highlight beneficiary journeys from Village Savings and Loan Associations (VSLA) to sustainable livelihoods
- Document improved agricultural practices, market engagement, and increased household income
- Demonstrate value addition through food processing and enterprise development
- Capture authentic community stories that support learning, advocacy, accountability, and future programming

Scope of Work
The selected consultant/company will be responsible for:
Pre-Production
- Review project materials, storyline, and script
- Develop storyboard, shot list, filming schedule, and production plan
- Provide recommendations to strengthen storytelling and visual approach
Production
- Conduct field filming and beneficiary interviews
- Capture project activities and supporting footage
- Record professional-quality video and audio
- Capture drone footage where appropriate
- Ensure informed consent and ethical filming practices
Post-Production
- Edit professional video products
- Include subtitles, graphics, branding, colour correction, sound enhancement, and voice-over where required
- Submit draft videos for review and incorporate feedback
- Deliver final approved videos and all raw footage
Expected Deliverables
- Three (3) thematic videos (2–3 minutes each)
- Three (3) promotional videos (30–60 seconds each)
- High-resolution final videos suitable for presentations and social media
- Subtitles in Tetun and/or English (as required)
- Raw footage and final production files transferred to ADRA Timor-Leste
Required Qualifications
- Minimum five (5) years of professional experience in video production, filmmaking, or multimedia content creation
- Proven experience producing documentary, NGO, development, or impact storytelling videos
- Strong interviewing, storytelling, filming, and editing skills
- Experience working with development organizations is an advantage
- Access to professional video production and editing equipment
