Request for Proposals: Provision of Fuel (Diesel and Petrol)

Background

World Vision is a global relief, development, and advocacy organization dedicated to working with children, families, and communities to overcome poverty and injustice. Inspired by our Christian values, we work with the world's most vulnerable people, regardless of religion, race, ethnicity, or gender. World Vision Timor-Leste began its first project in Aileu municipality in 1995 and opened its national office in Dili in 1999. Today, we are implementing projects across six municipalities: Aileu, Baucau, Bobonaro, Covalima, Oecusse and Manatuto.

Purpose

World Vision Timor-Leste (WVTL) is seeking a qualified and reputable fuel station company to provide reliable fuel supply services for its motor vehicle fleet. The purpose is to identify a supplier capable of delivering high-quality fuel consistently, ensuring the smooth operation of WVTL's transportation needs.

Scope of Work

The scope of this service includes the supply of fuel to World Vision Timor-Leste in Bobonaro, based on submitted requests.

Eligible Criteria

  • The supplier must be legally registered in Timor-Leste, evidenced by a valid SERVE certificate.
  • The supplier must have a fuel station in Bobonaro Municipality, Timor-Leste.
  • The supplier should meet the minimum standards of a fuel station, under the supervision and regulation of the National Authority of Petroleum and Mineral (NAPM) in Timor-Leste.
  • The supplier must have a minimum of three (3) years of experience providing fuel services.
  • The supplier must have a company bank account and be willing to accept monthly credit payments.
  • The supplier must be able to accept payments via bank transfer.
  • The supplier must sign World Vision's Child and Adult Safeguarding Behavior Protocols before or upon signing the agreement.

Reporting and Supervision

The selected provider will report to the Procurement Unit / Finance and Administration Manager, who will oversee contract management and performance evaluation.

Contract Duration

The initial contract will be for a period of three (3) years (May 2026 – April 2029) and may be renewed based on performance and mutual agreement.
