Request for Proposal (RFP): Rehabilitation of Two (2) School Buildings

Background

The school, with support from donor/NGO funding, intends to renovate two existing school buildings to improve safety, functionality, and learning conditions. The project is funded by the New Zealand High Commission/Embassy Fund (HEF) for Timor-Leste, a discretionary fund managed by the New Zealand Embassy in Dili. The HEF supports short-term, community-based projects in Timor-Leste that align with New Zealand's International Development Cooperation goals.

Purpose

The Fund enables Posts to support small scale, short-term tangible and measurable community-based projects which support the Post's diplomatic objectives, meet development needs, and align with the New Zealand International Development Cooperation Programme, ensuring that our development assistance: contributes to a more peaceful world, in which all people live in dignity and safety, all countries can prosper, and our shared environment is protected.

Key Areas of Support: Community-based development initiatives, and Local disaster preparedness.

Overall Goal: To improve learning outcomes for junior secondary school students in Bobonaro Municipality, Timor-Leste. At Central Basic School Vila 7 de Setembro in Balibo Vila, two blocks with 4 classrooms are in a deteriorated condition, affecting the safety and focus of students and teachers. This project seeks to improve learning outcomes by creating a safe, functional, and protected learning environment through the rehabilitation of these classrooms. The initiative supports national efforts to strengthen the quality of basic education infrastructure in rural areas.

Objective

  • To provide a safe, durable, and supportive learning environment for students and teachers at Central Basic School Vila 7 de Setembro through the rehabilitation of two classroom blocks.
  • To create a more stable environment for teaching and learning, contributing to improved educational outcomes.
  • To engaged and strengthen the shared responsibility of school's teachers with the parents.

Scope of Work

The Contractor shall carry out the following works:

  • Minor civil repairs (walls, plaster, doors, windows, roofing)
  • Internal and external painting
  • Basic electrical and plumbing repairs
  • Site cleaning and removal of construction debris

Deliverables

  • Two fully renovated and functional school buildings
  • All works completed as per BOQ provided through tenderization process and approved standards
  • Clean and safe site handed over to the school

Implementation Period

  • Total duration: 5 months
  • Start of works: Within 10 days of contract signing
  • Expected to start the renovation: April 2026
  • Expected end date: September 2026

Legal Eligibility

  • Registered contractor or construction firm
  • Valid business license
  • Tax compliance certificate (latest year), supported with financial statements or tax returns for the last 1–2 years
  • Declaration of no blacklisting or legal disputes

Technical Eligibility

  • Completion of at least one similar renovation or building project within the last 3 years
  • Availability of:
    • 1 Site Supervisor / Foreman
    • Skilled trades (mason, electrician, as required)
  • Submission of a brief work plan and safety measures
  • Conduct initial survey before submission of the BOQ
  • Have or owned the construction tools require during the renovation process

Timelines

Tender Timeline:

  • Tender Opening: 27 Feb 2026
  • Proposal Submission Deadline: 13 March 2026 at 5 p.m.
  • Proposal Review: 16-17 March 2026
  • Proposal Selection and Award (PC): 23 March 2026
  • Final Approval: 27 March 2026
  • Contract signing: 1 April 2026
  • Bid validity period: 60 days

Project Execution Timeline:

  • Total duration: 5 months
  • Start of works: Within 10 days of contract signing
  • Expected to start the renovation: April 2026
  • Expected to end: September 2026
