Request for Proposal: Provision of Vehicle Maintenance

Background

World Vision Timor-Leste (WVTL) is a faith-based humanitarian and development organization committed to enhancing the well-being of children, youth, and communities. Operating in Timor-Leste since 1995, WVTL currently implements programs across Aileu, Baucau, Bobonaro, Covalima, Oecusse, Manatuto, and Ermera. Our vision is to nurture healthy children and empowered youth for resilient and thriving communities.

To achieve this, WVTL focuses on key programmatic areas, including health and nutrition, agriculture and economic empowerment, climate change adaptation, humanitarian and emergency response, gender equality and inclusion, child protection, and spiritual development.

Purpose

World Vision Timor-Leste (WVTL) is seeking a qualified automotive company to supply auto parts and provide vehicle maintenance services to World Vision Timor-Leste.

Scope of Work

The service provider shall perform:

• Supply of Auto Parts
• Routine servicing (engine oil, filters, belts, brakes, fluids, etc)
• Diagnostic checks and mechanical troubleshooting
• Major and minor mechanical repairs
• Tire replacement, rotation, and wheel alignment

Expected outputs:

• Each service must include a checklist and service support
• All replaced parts must be documented and submitted with invoices
• Vehicles must be serviced within agreed timelines

Required Qualifications

• Legally registered business in Timor-Leste (SERVE Certificate)
• Minimum of 2 years of proven experience in vehicle mechanical service and repair
• Availability of qualified and certified technicians
• Access to adequate tools, equipment, and diagnostic systems
• Ability to respond to emergency repair requests
• Ability to provide a service warranty for parts and labor
• The supplier must have a company bank account
• The provider must be willing to accept monthly credit payments and payments through bank transfer
• The supplier must pass the Blocked Party Screening (BPS) process before signing the agreement
• The company must sign World Vision Child and Adult Safeguarding Behavior Protocols before or upon signing the agreement

• Company profile
• Company Legal Document/Business License (SERVE Certificate)
• Bank account information (must be a company bank account)
• The financial proposal includes an auto parts price list, labor fees, and the estimated duration of service

Duration of the Contract

The contract will be for 24 months, renewable based on performance and WVTL needs.

Performance Standard

The provider must comply with:

• Manufacturer recommended standards
• Agreed service response time
• Quality assurance and warranty requirements

Cost and Payment Structure

• Payment will be based on actual services delivered, upon submission of valid invoice and service reports
• WVTL reserves the right to request competitive quotation for major repairs

Evaluation and Selection Criteria

Proposals will be evaluated based on:

• Technical capacity and experience
• Cost competitiveness
• Service responsiveness
• Quality reporting
• Reference from previous clients
