Background
World Vision is a global relief, development, and advocacy organization dedicated to working with children, families, and communities to overcome poverty and injustice. Inspired by our Christian values, we work with the world's most vulnerable people, regardless of religion, race, ethnicity, or gender. World Vision Timor-Leste began its first project in Aileu municipality in 1995 and opened its national office in Dili in 1999. Today, we are implementing projects across six municipalities: Aileu, Baucau, Bobonaro, Covalima, Oecusse and Manatuto.
Objective
To engage a qualified security company to provide comprehensive security services for World Vision Timor-Leste offices in Dili and other municipalities where its projects are implemented, including Aileu, Baucau, Bobonaro, Covalima and Oecusse. The purpose of this service is to safeguard WVTL premises, assets, and other important property belonging to World Vision Timor-Leste.
Scope of Work
The security service provider shall be responsible for, but not limited to, the following:
- Inspect and patrol premises regularly
- Conducting security check
- Guarding gates
- Authorize entrance of people and vehicle
- Reporting incident
- Control traffic by directing drivers
- Provide assistance for others people need
- Establish security environment for WVTL
- Report any suspicious behaviors and happenings
- Complying with all WVTL Policy
- Monitor surveillance camera
- Provide continuous (24-hour) security coverage for the Dili office and 8-hour night-shift security coverage for Aileu, Baucau, Covalima, Bobonaro, and Oecusse, including weekends and public holidays
- Monitor access and egress of people and vehicles
- Patrol designated areas at regular intervals
- Prevent unauthorized access, theft, vandalism, and other illegal activities
- Maintain logs of all security-related incidents and submit reports
- Respond to emergencies including fire, medical, and security incidents
- Ensure safety protocols are followed and report any safety hazards
- Collaborate with local law enforcement when necessary

The services will be provided at the following sites:
- Dili – Avenida Santa'Ana, Bidau Mota Klaran, Dili
- Aileu - Aldeia Kabasfatin, Seloi Malare, Aileu Vila
- Baucau - Aldeia Betulale, Trilolo, Baucau
- Bobonaro - Aldeia Lep Guem, Suco Tapo/Memo, Maliana Villa, Bobonaro
- Covalima - Aldeia Ailok-Laran, Camanasa, Suai Villa, Covalima
- Oecusse - Aldeia Padiae, lalisuc, Pante Macassar, RAEOA
Duration of Contract
The initial contract duration shall be 36 months (3 years), with the possibility of extension subject to satisfactory performance and organizational needs.
Staffing Requirements
- All guards must be physically fit, adequately trained, and properly uniformed
- Guards must be vetted, with clean criminal records
- A minimum of 2 guards during the day and 2 guards at night per location
- A supervisor must be available to coordinate with the client
Qualifications of the Security Company
- Legally registered with valid licenses and permits to operate in Timor-Leste
- Proven experience in providing security services for at least 3 years
- Adequate personnel and logistical capacity
- Insurance coverage (liability, workers' compensation, etc.)
- Good reputation and references from previous clients
- The supplier must have a company bank account and be willing to accept monthly credit payments
- The supplier must be able to accept payments via bank transfer
- The supplier must sign World Vision's Child and Adult Safeguarding Behavior Protocols before or upon signing the agreement
Monitoring and Evaluation
- The contractor's performance will be evaluated periodically through site inspections, incident report reviews, and client feedback
- Regular meetings will be held between the contractor and World Vision's representative to address any issues
Reporting
- Daily activity logs must be maintained at each site
- Monthly summary reports should be submitted to the designated contact person
Submission Requirements
Interested companies must submit:
- Company profile
- Valid registration and licenses
- Technical proposal (staffing plan, work methodology)
- Financial proposal (detailed cost breakdown)
- References from similar engagements
