Request for Proposal: Motor Vehicle Insurance Services Provider

Background

World Vision Timor-Leste (WVTL) is a faith-based humanitarian and development organization committed to enhancing the well-being of children, youth, and communities. Operating in Timor-Leste since 1995, WVTL currently implements programs across Aileu, Baucau, Bobonaro, Covalima, Oecusse and Manatuto. Our vision is to nurture healthy children and empowered youth for resilient and thriving communities.

To manage operational risks and protect assets, the organization seeks to engage a qualified insurance provider to offer comprehensive insurance coverage.

Objective

To procure the services of a licensed and reputable insurance provider to offer comprehensive or full cover insurance coverage tailored to the needs of World Vision Timor-Leste (WVTL), ensuring risk mitigation and financial protection.

Scope of Services

The selected service provider shall be expected to provide insurance cover for the following:

  • Motor Vehicle Insurance: Full cover or Comprehensive and third-party cover for organization vehicles

Deliverables

The insurance provider will be expected to deliver the following:

  • Insurance policies as agreed
  • Policy documents with clearly stated terms and conditions
  • Service level agreements (SLAs)
  • Regular reporting on coverage, claims, and utilization
  • Timely claims processing and settlement
  • Customer support and advisory services

Qualification Criteria

Interested firms must meet the following minimum criteria:

  • Licensed and registered by the Government of Timor-Leste
  • At least 3 years of experience providing insurance services
  • Proven track record with similar clients (references required)
  • Demonstrated financial capacity and established reinsurance arrangements
  • Efficient claims processing capabilities
  • Strong customer service network
  • The supplier must have a company bank account
  • The provider must be willing to accept monthly credit payments and payments through bank transfer
  • The supplier must pass the Blocked Party Screening (BPS) process before signing the agreement
  • The company must sign World Vision Child and Adult Safeguarding Behavior Protocols before or upon signing the agreement

Proposal Requirements

Interested bidders should submit:

  • Company profile
  • Detailed description of insurance products offered (Motor Vehicle Insurance)
  • List of clients and references
  • Premium quotations
  • Terms and conditions
  • Claims handling procedures
  • Value-added services

Evaluation Criteria

Proposals will be evaluated based on:

  • Legal and regulatory compliance
  • Coverage scope and benefits
  • Premium costs and value for money
  • Claims processing efficiency
  • Reputation and experience
  • Customer service quality

Duration of Contract

The initial contract will be for a period of three (3) years (June 2026 – May 2029) and may be renewed based on performance and mutual agreement.
