World Vision Timor-Leste (WVTL) invites qualified, legally registered, and experienced vehicle rental companies to submit their Expression of Interest (EOI) and proposals for the Provision of Rental Car Services to support WVTL's operations across Timor-Leste.
We are seeking reliable service providers capable of supplying well-maintained vehicles, professional drivers, and comprehensive insurance coverage to ensure safe, efficient, and dependable transportation for our staff and operational activities.
Scope of Services
The selected Service Provider(s) will be required to provide vehicle rental services, including drivers and insurance coverage, across the following vehicle categories:
- Sedan (e.g. Toyota Camry, Honda Civic)
- MPV (e.g. Toyota Avanza, Mitsubishi Xpander)
- SUV (e.g. Toyota Fortuner, Mitsubishi Pajero Sport)
- 4WD SUV (e.g. Toyota Land Cruiser, Mitsubishi Pajero 4WD)
- Double Cab 4WD Pickup (e.g. Toyota Hilux, Ford Ranger 4WD)
- Minivan (e.g. Toyota HiAce, Hyundai H-1)
- Coaster / Minibus (e.g. Toyota Coaster, Mitsubishi Rosa)
- Cargo Van / Light Truck (e.g. Toyota HiAce Van, Isuzu NLR)
Key Service Requirements
Interested companies must be able to demonstrate their capacity to provide:
- Vehicle + Driver + Insurance: All-inclusive daily rental rates for each vehicle category.
- Nationwide Coverage: Services covering all 12 municipalities within a maximum of one (1) day, and RAEOA/Oecusse and Ataúro within a maximum of three (3) days.
- Unlimited Mileage: No kilometre restrictions or additional mileage charges.
- Vehicle Maintenance: Regular preventive maintenance, servicing, and repairs throughout the contract period at no additional cost to WVTL.
- Emergency Support: Nationwide breakdown and recovery services, including a dedicated recovery vehicle.
- Replacement Vehicles: Replacement vehicles whenever rented vehicles become unavailable due to breakdown, accident, or scheduled maintenance.
- Professional Drivers: Drivers with valid Timor-Leste driving licences and at least two (2) years of professional driving experience.
- Comprehensive Insurance: Valid third-party liability and comprehensive vehicle insurance, including applicable passenger and driver coverage.
All vehicles must be legally registered in Timor-Leste, roadworthy, properly maintained, and preferably not more than ten (10) years old. Each vehicle must also carry standard emergency and safety equipment, including a spare tyre, jack, wheel wrench, first-aid kit, and fire extinguisher.
Eligibility Requirements
- Be legally registered and authorized to operate in Timor-Leste.
- Have a minimum of two (2) years of relevant experience in vehicle rental or transportation services.
- Demonstrate sufficient fleet capacity to meet WVTL's operational requirements.
- Have an established vehicle maintenance, inspection, and emergency support system.
- Provide at least two (2) to three (3) references for similar services delivered within the last three (3) years.
- Experience working with NGOs, UN agencies, government institutions, or corporate organizations is an advantage.

A. Company Documents
- Company Profile.
- Business Registration / Commercial Registration (SERVE Certificate).
- Tax Identification Number (TIN).
- Certificate of No Tax Debt (Certidão de Dívidas), where applicable.
- Relevant business licence or authorization, where applicable.
- At least two (2) to three (3) client references.
B. Vehicle and Driver Documents
- Vehicle registration documents.
- Valid vehicle insurance certificates.
- Vehicle inspection certificates, where applicable.
- Vehicle specifications and maintenance records.
- Valid driver's licences.
- Driver CVs/profiles and relevant driving experience.
C. Commercial Proposal
- Detailed quotation with all-inclusive daily rates for Vehicle + Driver + Insurance.
- Details of additional charges, including: land border entrance fees; sea transportation costs for Dili–Ataúro–Dili and Dili–Oecusse–Dili.
- Cancellation and replacement vehicle terms and conditions.
- Company bank account information.
Contract Duration
The anticipated contract duration is three (3) years, from April 2027 to March 2030.
