The Program and Operations Support Consultant is expected to:
- provide support to Operations Manager and Communications function, in English language proficiency related to communications and report writing;
- provide support to the Program Quality function in Information Management as needed dependent on workload and priorities;
- support and improve time management; reporting and analysis;
- act as liaison with other organisations that WV is in consortia.
LEVEL OF EFFORT
This position is expected to provide an in-person service to World Vision Timor-Leste, Dili Office, averaging 16 days per month or 4 days a week between 15 July 2024 until 14 July 2025 (extendable based on availability of funding and performance).
REQUIRED QUALIFICATIONS
- Bachelor’s degree in Development studies or other relevant fields in social sciences. Master’s degree is desirable.
- 5-7 years of experience preferably in humanitarian and/or development non-profit organizations, at least 3 years of which in project management or grants administration and reporting.
- Experienced in working preferably in Timor-Leste and with donors including but not limited to DFAT and USAID.
- Fluency in spoken and written level English language and strong knowledge of donor compliance, and reporting and writing skills.
- Excellent planning, coordination and communication skills, with the ability to organize diverse tasks and responsibilities.
- Strong teamwork and able to lead and mentor, and build capacity of other team members.

This consultancy entitles a daily fee of $250.00 (gross) per worked day with average working days of 16 days per month. The fees will be claimed on a monthly basis by submitting a timesheet and an invoice to the P&C Department and payments are subject to local withholding tax.
