Procurement Consultant – Strategic Sourcing

Assignment Overview

World Vision Timor-Leste (WVTL) currently manages approximately 16 active projects across five Area Programme offices (Aileu, Baucau, Bobonaro, Covalima, and RAEOA-Oecusse) and its National Office in Dili, with an annual procurement volume of approximately USD 3.5 million. To strengthen procurement efficiency and value for money, WVTL is seeking a Procurement Consultant to establish framework agreements, develop supplier catalogues, and build the capacity of the procurement team in strategic sourcing practices.

Key Responsibilities

The consultant will be responsible for:

  • Conducting a stakeholder needs review, spend analysis, and producing an approved Work Plan
  • Assessing the market and mapping the supplier base for priority procurement categories
  • Prequalifying and registering suppliers in WVTL's ProVision (Coupa) system
  • Running competitive sourcing processes and establishing framework agreements
  • Developing and uploading supplier catalogues into ProVision
  • Delivering a strategic sourcing playbook and training the procurement team
  • Producing a comprehensive Final Assignment Report

Categories in scope include: agriculture materials, office supplies, printing and branding services, household supplies, construction materials, vehicle purchase and maintenance, vehicle rental, catering, hotel/accommodation, consultancy services, casual/daily workers, meeting venues, and other project-required goods.

Geographical coverage: Dili, Aileu, Baucau, Bobonaro, Covalima, Oecusse, Manatuto, Lospalos, Ermera, and Ainaro.

Assignment Details

  • Duration: 3 months (expected start: 17 August 2026)
  • Location: Dili, with field travel to municipalities

Required Qualifications

  • Bachelor's or Master's degree in Procurement, Supply Chain, Business Administration, or a related field
  • Minimum five (5) years of experience in procurement and supply chain management
  • Proven experience in strategic sourcing, framework agreements, catalogue-based/e-procurement systems, and supplier relationship management
  • Experience working with INGOs is preferred
  • Knowledge of the Timor-Leste market is a strong advantage
  • Working proficiency in Tetum is preferred; English and Bahasa Indonesia are advantageous
  • Strong stakeholder engagement, facilitation, analytical, and negotiation skills
