Partnerships Coordinator

Coordinate effective the organisation’s partnering process along the complete partnering cycle and ensuring its contribution in achieving the Grants Acquisition and Management Business plan objectives and National Strategy.

Strategy Development and Planning

  • Support the Resource Development and Partnerships Manager to develop partnering strategy including mapping out strategic partners and how to engage them effectively.
  • Conduct and update landscape of potential partners, seeking opportunities for collaboration and provide necessary input and/or advice to the organisation.
  • With the relevant stakeholders ensure that World Vision Timor-Leste designs and implements a partnering RASCI and ensure that all stakeholders are socialised on its practice.
  • Coordinate the partnering process guidelines that set out efficient and responsive processes, define clear roles and responsibilities, and articulate WVTL's strategic approach to partnerships.

Accountability and Quality Assurance:

  • Oversee and analyse partnering process of WVTL and provide necessary input and/or advice in the light of effectiveness, efficiency and risk consideration.
  • Develop productive relationships with World Vision International and Partnership resources.
  • Conduct initial partner capacity assessments for all potential partners.
  • Support blocked party screening and conduct due diligence processes (proposed local partners/ consortium) partner documents to ensure best practice approaches, alignment and compliance with donor and regulatory bodies.
  • Ensure compliance and effective utilisation of the tools, models, guidelines developed to facilitate effective relationship building, strengthening and management.
  • Facilitate regular learning events with implementation teams and local partners and communities to share experiences and learn together to improve quality of locally led community-based initiatives.
  • Ensure all partner related documentation and evidence is appropriately and electronically filed (on World Vision Systems) and where necessary physically stored to evidence data gathered, as per document storage guidelines.
  • Establish a partner monitoring schedule and ensure that programmatic and compliance monitoring visits are conducted in coordination with relevant department staff.
  • Prepare regular reports on partners covering all steps of partnerships cycle: partner selection, partner contracting, partner’s capacity building, and partnership monitoring.
  • Ensure that a comprehensive database is maintained for all local partners (current, past, and potential partners).
  • Manage the security and archiving of all programmatic data generated through Partnerships.

Capacity Building

  • Improve organisational capacity in partnering at national and field levels through any kind of capacity building such as training, seminar, etc.
  • Improve organisational systems to support effective partnering process, such as guidance, application, database, etc.
  • Facilitate and provide technical backstopping and guidance to staff at national and field level.
  • Work and collaborate with Operations, Program Quality, Finance and P&C to ensure partners develop their organisational development plans and ensure that necessary trainings are provided to partners as determined in the plan.
  • Work closely with partners to address challenges and identify opportunities for improvement.

Networking and Coordination:

  • Initiate network with any potential internal and external partners and connecting them to relevant departments for follow up.
  • Maintain effective relationship with partners.
  • Build and maintain positive spirit of working in team with other staff in respective units and departments.
  • Submit monthly/periodical accomplishment report.

REQUIRED QUALIFICATIONS AND SKILLS

  • Bachelor's degree in Development Studies, Project Management, or other relevant fields.
  • A minimum of 3 years of work experience in partner engagement and project implementation with international and/or local NGOs.
  • Fluent in Tetum and English, both written and verbal.
  • Experience in building collaborative relationships with non-governmental and governmental stakeholders in Timor-Leste.
  • Experience working with donors including but not limited to EU, JICA, DFAT and USAID.
  • Excellent interpersonal, communication and writing skills.
  • Commitment to Child and Adult Safeguarding and GEDSI principles, and to World Vision’s mission, vision and values.
  • Good understanding of the project life cycle in INGO context.
  • Have some experience in developing proposals and concept notes.
  • Possess a strong work ethic, have confidence, take the initiative and be a self-motivated, enthusiastic team player as well as an individual contributor.
  • Highly developed cultural awareness and ability to work well with people from diverse backgrounds and cultures.
