World Vision Timor-Leste (WVTL) is pleased to announce an Open Tender for the selection of a Financial Service Provider (FSP) to support cash distribution to vulnerable households in Bobonaro and Covalima under the Indo-Pacific Response Flexible Fund (IPRFF) Project.
WVTL, through the Australian Humanitarian Partnership (AHP) through IPRFF, is implementing initiatives to strengthen community resilience to disasters and climate change. As part of this project, WVTL will provide Multi-Purpose Cash Assistance (MPCA) and agricultural input vouchers, complemented by targeted in-kind assistance. To ensure secure and accountable delivery of cash assistance, WVTL seeks to engage a qualified FSP.
Scope of Work
- Facilitate cash transfers (bank, e-cash, or other secure mechanisms)
- Support account opening for beneficiaries without existing accounts
- Develop systems based on WVTL beneficiary lists
- Ensure outreach to all targeted sucos and aldeias in Bobonaro and Covalima
- Provide liquidation lists and financial reports post-distribution
Implementation Timeline
- System development: Last week of September 2026
- Outreach and budget confirmation: Last week of September 2026
- Cash distribution: 1st–2nd week of October 2026
- Liquidation list submission: 3rd week of October 2026
- Financial report submission: 4th week of October 2026
Required Qualifications
- Certified as a Financial Service Provider in Timor-Leste
- Proven experience working with NGOs/INGOs on cash distribution
- Strong skills in English and Tetum
- Excellent computer literacy
