Background
World Vision Timor-Leste (WVTL) is a global relief, development, and advocacy organization dedicated to working with children, families, and communities to overcome poverty and injustice. WVTL is implementing projects across five municipalities: Aileu, Baucau, Bobonaro, Covalima, Ermera includes RAEOA-Oecusse.
Scope of Work
- Provide an e-wallet platform compatible with mobile devices
- Ensure service accessibility across rural areas including sucos and aldeias
- Offer cash-out options in rural areas through agent networks
- Ensure on-time transaction processing
- Provide transaction report (similar to bank statement)
- Ensure high-level security and data protection
- Offer customer support for both the organization and suppliers
- Provide onboarding training to WVTL finance staff
Qualifications and Experience
- Proven experience delivering e-wallet services in rural areas
- Operational licenses from relevant regulatory authorities
- Existing agent network in rural or hard-to-reach areas
- Track record of working with NGOs, government, or development agencies (preferred)
