Position Summary
World Vision Timor-Leste is seeking a qualified and experienced Education Technical Specialist to provide technical leadership and ensure high-quality implementation of education programs. The role focuses on improving learning outcomes for children—particularly the most vulnerable—through evidence-based and contextually relevant interventions.
Location: Dili, Timor-Leste (with regular field travel)
Contract Type: Full-time, Fixed-Term contract
Key Responsibilities
- Lead the design and development of education projects aligned with national priorities and World Vision strategies
- Provide technical guidance on early childhood education, literacy, numeracy, and life skills
- Ensure quality implementation, monitoring, and continuous improvement of education programs
- Build capacity of staff, partners, teachers, and community stakeholders
- Support research, assessments, and use of data to inform programming
- Contribute to proposal development, donor reporting, and grant management
- Represent World Vision in national coordination forums and engage with the Ministry of Education and partners
- Promote cross-cutting themes including child protection, gender equality, and disability inclusion
Required Qualifications
- Bachelor's degree in Education, Development Studies, or related field (Master's preferred)
- Minimum 5–7 years of experience in education programming or technical roles within NGOs or development organizations
- Strong expertise in teaching and learning approaches, especially early grade literacy and numeracy
- Demonstrated experience in training, capacity building, and program quality assurance
- Experience working with donor-funded projects is an advantage
Skills & Competencies
- Strong analytical and problem-solving skills
- Excellent communication and stakeholder engagement abilities
- Proven ability to work collaboratively in multicultural environments
- Fluency in English (Tetum and/or Portuguese is an advantage)

- Based in Dili with frequent travel to rural and project locations
