World Vision Timor-Leste (WVTL) is a faith-based humanitarian and development organization committed to enhancing the well-being of children, youth, and communities. Operating in Timor-Leste since 1995, WVTL currently implements programs across Aileu, Baucau, Bobonaro, Covalima, Oecusse, Manatuto, and Ermera. Our vision is to nurture healthy children and empowered youth for resilient and thriving communities.

To achieve this, WVTL focuses on key programmatic areas, including health and nutrition, agriculture and economic empowerment, climate change adaptation, humanitarian and emergency response, gender equality and inclusion, child protection, and spiritual development.

Project Background

The Promotion of Women through Economic Empowerment and Rights (POWER) project is a European Union-funded project focused on supporting women and vulnerable people in all their diversity to fully enjoy and exercise their equal economic, labour and social rights in Timor-Leste. It aims to contribute to Sustainable Development Goal (SDG) 5, focused on gender equality, and feed into SDGs 1-11, 13, 16, and 17 through project activities to provide people with equal opportunities and access to assets, services and economic activities, which will increase their access to goods, services and information leading to improved livelihoods.

This project has been supported by World Vision Australia as the project lead, WV Timor-Leste as the in-country coordinator and co-applicant and Fundasaun Esperansa Enclave Oecusse (FEEO) and Fokupers as co-applicants, working across Oecusse and Covalima municipalities.

Objective

The Endline result will be used to measure the change and the impact of this program in the targeted communities, compared to baseline data. The Evaluation will be carried out in 12 target sucos (villages) and 52 aldeias (sub-villages) across the five-administration posts in Covalima and Oecusse municipalities by the selected independent external consultant. The primary objective of the Endline is to:

  • Measure the change in key indicators and impact of the POWER project on household income, women's economic empowerment, livelihood practices, and group performance (S4T and producer groups)
  • Establish Endline values for project indicators to enable comparison with baseline data and facilitate accurate reporting on achievements
  • Review and finalize the Indicator Tracking Table (ITT), including analysis of project effectiveness, and sustainability and how evidence and monitoring data were used to inform programming decisions during implementation
  • Document evidence-based lessons learned and provide practical recommendation to inform future programming

Scope of Work

The Consultant will lead the overall evaluation process, including methodology design, tool development, enumerator orientation and training, data quality assurance, analysis, and reporting. The Consultant will review baseline data and ensure alignment for accurate comparison and measurement of change. The Consultant will work with technical input and guidance from specialists from WVTL, WVA, the EU POWER Project team, FEEO, and Fokupers. Enumerators will be recruited and provided by World Vision Timor-Leste through its procurement processes, while WVTL will support logistical coordination and field-level implementation of data collection activities:

  • Provide inception plan (evaluation plan) that includes the sampling strategy; methodology, schedule, tools for quantitative data collection in Word & digitized format and ensure methodological alignment with the baseline data for accurate comparison of indicators
  • Training of enumerators (workshop & field testing)
  • Translate tools in English and Tetun (support can be provided for consultant with translation)
  • List the level of effort per member of the evaluation team indicating field and desk work
  • Regular (daily) share raw quantitative survey database in Excel and SPSS/STATA format including variable names and codes (if quantitative data is collected by the evaluation team)
  • Clean evaluation survey database in Excel and SPSS/STATA format including variable names and codes (if quantitative data is collected by the evaluation team)
  • Provide Transcripts and translated versions of qualitative interviews
  • Develop a qualitative Analysis Framework that summarizes key content and findings from FGDs and KIIs
  • Fact sheet displaying indicators with appropriate disaggregation
  • Clear syntax/calculation method for indicators
  • Draft narrative report (a template and guidance will be provided)
  • The validation of findings workshop, with PowerPoint presentation on key findings with each field team and partners in Oecusse and Covalima
  • Submit a full final report that reflects comments and feedback provided by WVA, WVTL and project team including a separate file (less than 10 pages) of a short summary study, findings and its lesson learn

Endline Methodology

The Endline Evaluation will employ a robust mixed-methods approach, combining quantitative household surveys with qualitative data collection methods, including Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs). This approach is designed to provide credible, triangulated evidence of project outcomes, impacts, and sustainability. The evaluation will compare endline results with baseline data to measure changes over time and assess the effectiveness and relevance of the POWER project interventions.

Ethical Considerations

Data collection will follow World Vision's protocols and ethical standards and ensuring participants/ respondents' safety and protection. The enumerators (gender balanced: 50% male and 50% female) and the staff involved will receive an orientation on WV's ethical standard and protocol for safeguarding and data protection. WVTL will try to hire enumerators with disabilities or consult RHTO for appropriate representation. Due to remote target areas, this may be challenging but WVTL will try and consult with seconded RHTO staff.

Qualifications and Experience

Required:

  • A minimum of a Master's degree in international development, evaluation, social sciences, statistics, economics, agriculture, or other relevant fields. A PhD in a relevant field will be considered an asset
  • At least 5–7 years of demonstrated experience in designing and conducting independent project evaluations (baseline, midline, endline, or impact evaluations), preferably in livelihoods, women's economic empowerment, financial inclusion, or market-based development programs
  • Strong expertise in mixed-methods evaluation, including quantitative survey design, statistical analysis, and qualitative data collection and analysis in community-based or rural development contexts
  • Proven experience in training and supervising enumerators, ensuring data quality assurance and applying gender-inclusive and ethical evaluation approaches
  • Excellent analytical, report writing, and communication skills in English, with experience presenting findings and facilitating validation or learning workshops for development programs

Preferred:

  • Demonstrated experience evaluating agriculture and livelihoods programs, including women's economic empowerment, financial inclusion, and gender-transformative approaches
  • Experience working in Timor Leste
  • Experience working for other institutional donors such as the European Union (EU) or other major donors
  • Preferably able to speak Tetum
  • Ability to travel and lead evaluation activities in person, including fieldwork and stakeholder engagement in Timor Leste

Selection Criteria

Quality of Technical Proposal (Total: 100 points)

  • Quality of the proposal (Understanding of ToR, Design and Sampling method, quality control mechanisms etc.) and approach for the Deliverables (40)
  • Individual or organizational profile (team composition and expertise of the technical team, division of roles) (20)
  • Work plan and clear breakdown of tasks according to timeline (20)
  • Experience of similar types of work, reporting evidence etc. (share last two relevant study reports) (20)

The financial proposal will be evaluated separately in combination with the technical proposal as part of the final evaluation process.

We particularly encourage applications from qualified local consultants, including women and professionals with experience working in local communities.
