Consultant - End-line Survey for Better Child Nutrition Project

Overview

World Vision Timor-Leste (WVTL) is a faith-based humanitarian and development organization committed to enhancing the well-being of children, youth, and communities. Operating in Timor-Leste since 1995, WVTL currently implements programs across Aileu, Baucau, Bobonaro, Covalima, Oecusse, Manatuto, and Ermera.

Project Overview

The Better Child Nutrition Project addresses Timor-Leste's high rates of undernutrition, with the country having the sixth highest prevalence of childhood stunting globally at 47.1% in 2020.

Purpose & Objectives

This end-line evaluation aims to determine the achievement of project objectives and provide recommendations for future redesigns, using OECD DAC criteria and established evaluation questions.

Scope of Work

  • Household survey (including anthropometric measurements)
  • Key informant interviews
  • Focus Group Discussions
  • Review of secondary data

Consultant Responsibilities

  • Develop evaluation inception report
  • Finalize evaluation methodology and sample size
  • Develop data collection tools
  • Provide technical support and supervision
  • Facilitate KII and FGD
  • Analyze data and write evaluation report
  • Prepare presentation slides

Required Qualifications

  • Extensive baseline/evaluation experience using mixed methods
  • Background in Nutrition and agriculture programming
  • Experience in quantitative and qualitative approaches
  • Strong communication and analytical skills
  • Experience in digital data collection
  • Knowledge of Timor-Leste
  • Fluent in English
