Position Details
- Contract Type: Local – Fixed Term - Full-Time
- Location: Baucau
Key Responsibilities
1. Promote Transformational Development in Communities
- Facilitate understanding of World Vision's Transformational Development approach among community stakeholders using culturally appropriate language
- Respond respectfully to community inquiries and concerns
- Build trust by demonstrating respect, inclusiveness, fairness, and cultural sensitivity
- Engage in local events while upholding World Vision's identity and reputation
2. Apply Transformational Development Principles
- Actively listen to community members—especially vulnerable children—to understand their needs, priorities, and challenges
- Facilitate inclusive community consultations and planning processes
- Conduct community assessments (WASH and DRR) following the Critical Path approach
- Promote participation of vulnerable groups, ensuring their voices are heard
- Empower communities with knowledge, skills, and confidence to drive change
- Promote inclusion of women, girls, people with disabilities, and minorities
- Build partnerships based on equity, transparency, and mutual benefit
- Strengthen partner capacity and support advocacy efforts where appropriate
- Continuously adapt programs based on community feedback and learning
3. Strengthen Sustainability of Program Outcomes
- Promote local ownership of development initiatives
- Encourage communities to leverage their own resources and capabilities
- Strengthen family and community relationships, including engagement with faith leaders
- Address harmful social norms where relevant
- Build resilience to shocks and stresses
- Enhance social accountability mechanisms to improve public services
- Support community engagement with decision-makers for systemic change
- Develop local partners' capacity to sustain impact beyond program closure
4. Relationship Building
- Practice incarnational living in line with World Vision values
- Build strong, trust-based relationships within communities
- Conduct stakeholder and social network analysis to strengthen partnerships
5. Monitoring & Evaluation
- Support implementation of monitoring systems in line with WV guidelines
- Track and evaluate program effectiveness
- Assist in data collection, reporting, and learning processes with the M&E team
6. General Responsibilities
- Participate in chapel services and devotional meetings
- Support visits from sponsors, donors, and WV staff
- Assist in emergency and disaster response activities
- Perform additional duties as assigned
Requirements
Experience
- Experience in community development, facilitation, or related fields
- Strong communication and interpersonal skills
- Experience in agriculture and/or forestry programming
- Ability to collaborate effectively with diverse stakeholders
Education & Skills
- Background in agriculture, forestry, or related field
- Proficiency in Microsoft Office
- Understanding of community development principles and practices
Language
- Fluency in Tetum or a local language
- Basic English (preferred but optional)
