Purpose of the Assignment
The baseline survey aims to:
- Establish baseline values for project indicators
- Support development of realistic targets and measurement of project outcomes
- Test the relevance of project approaches and outcomes
Scope of Work
The selected consultant will be responsible for:
- Reviewing and refining data collection tools
- Leading enumerator training and field preparation
- Conducting data analysis (quantitative and qualitative)
- Producing a comprehensive baseline report with findings and recommendations
Methodology
The study will apply a mixed-methods approach, including:
- Household surveys
- Focus Group Discussions (FGDs)
- Key Informant Interviews (KIIs)
- Secondary data review
Required Qualifications
- Minimum 5 years of experience in baseline studies or evaluations using mixed methods
- Strong background in gender-based violence, child protection, youth programming, and social behavior change
- Proven experience in both quantitative and qualitative research
- Master's degree in a relevant field (or equivalent experience)
- Experience working in developing country contexts is required

- Baseline methodology and tools review
- Data analysis outputs
- Draft and final baseline report
- Presentation of key findings
Location and Duration
Location: Timor-Leste (including fieldwork in target municipalities)
Duration: July 2026 – August 2026
